Description
Under general supervision, the PILOT Intake Specialist assist s with implementation of the City’s recently expanded payment in lieu of taxes (PILOT) program .
The TASS 3-PILOT Intake Specialist is an intermediate-level professional located within the City of Detroit Housing and Revitalization Department ( HRD) Tax Incentives Team . The Tax Incentives Team oversees the application process of various tax abatements for real estate development projects in the City of Detroit , thus facilitating the development of hundreds of affordable housing units in the City of Detroit. This position will specifically support the expanded PILOT program, which will now be available to a broader cohort of property developers, and will now be overseen by HRD . This role will involve work within multiple teams within HRD, other departments within the City including the Assessor, real estate developers , property owners , and other parties to en sure thorough and efficient thorough processing of PILOT applications.
Examples of Duties
+ Work directly with the HRD PILOT team to review individual applications. Ensure timely review and processing.
+ Maintain awareness of overall project performance by reviewing program dashboard/metrics and identifying cases in need of support.
+ Support PILOT applicants to navigate the process following PILOT approval and the start of the PILOT process.
+ Support annual affordability compliance of approved PILOTs.
+ Collaborate with various internal departments and outside stakeholders to ensure timely review and approval of all applications.
+ Organize and maintain files for all incoming and previously reviewed applications.
+ Draft documentation and emails between the City and developers .
+ Perform special projects and other duties as assigned.
Minimum Qualifications
+ Bachelor's degree from an accredited college or university, with major course of work in business administration, public administration, public policy, economics, finance, accounting, urban studies, or a closely related field.
+ T hree ( 3 ) years of professional experience providing project management related activities or a systematic review, analysis, interpretation, and evaluation of financial or operational data.

This position has a flex hybrid schedule.

This plan is provided by Blue Care Network of Michigan and utilizes their PCP Focus Network. This plan provides you with the opportunity to receive an enhanced level of benefits and pay less out of your paycheck for your medical plan. There are two important requirements that you should consider and understand if you should decide to enroll in this plan. You will have to choose a primary care physician that serves within the PCP Focus network. This primary care physician coordinates your care. The network includes over 22,000 Primary Care Physicians. There are also Wellness Requirements that you (the subscriber) must meet in order to remain in the enhanced level of benefit.
Administrative Special Services Staff (Exempt) are eligible for the following benefits:
+ CURRENT SICK LEAVE – Granted (3) months of continuous service. (1) day per month, not to exceed (12) days per year.
+ VACATION – Granted (1) day per pay period, not to exceed 20 days per fiscal year
+ PAID HOLIDAYS – Granted if paid for 600 straight time hours in the (12) months prior to the holiday
+ MILEAGE REIMBURSEMENT - Granted on same basis as regular employees.
+ WORKERS COMPENSATION – Covered by applicable laws.
+ UNEMPLOYMENT COMPENSATION - Covered by applicable laws.
+ HOSPITALIZATION – You are eligible to purchase healthcare benefits for yourself and your dependents under a group rate. You will be responsible for the full premium, no employer contribution will be applied. Please review the Health Care Plan Options Booklet for more detailed information.
+ This position is not eligible for the City Pension Plan, dental, vision, optical, death, life, disability, funeral, reserve sick or jury duty.
Administrative Special Services Staff (Non-Exempt) are eligible for the following benefits:
