PIPP Team Leader – Job share | PIPP
+ **_Commencement: April 2025_** + **_Contract Term: 3 months in-country rotation in PNG with a number of capped input days in Australia_** + **_Open to all_** **About the Program** The Institutional Partnerships Program (IPP) commenced in 2017 and continues Australia’s long history in providing government-to-government assistance and institutional strengthening in PNG. From April 2022 Phase 2, known now as the PNG Institutional Partnerships Program (PIPP) has been designed as a standalone investment implemented by Abt Global (Abt) working closely with DFAT, Whole of Government (WoG) partners and Government of PNG (GoPNG) counterpart agencies. The program focusses on ensuring the safety and wellbeing of Australian Government Entity (AGE) officials in PNG and supporting DFAT and AGEs to maximise the benefits from government-to-government relationships in line with the principles of Comprehensive Strategic and Economic Partnership (CSEP) and Partnerships for Recovery, while also assisting AHC to leverage AGE experience into other DFAT investments. Abt will provide program management and logistics support to WoG agencies participating in the PIPP. There are a number of other Australian agencies working on sectoral programs who may access logistics services provided under the agreement between DFAT and the Abt Abt will provide core management services across: a. Program Implementation and Management b. Deployment Support and Logistics; and c. PIPP Operations Management. **About the Opportunity** The PIPP Team Leader is responsible for the overall performance of program against required Contract, Program deliverables and the PIPP Governance and Management Framework. As Team Leader this role is responsible for the overall management and safety and security of the PIPP which demonstrates quality, impact sustainability and Value for Money (VfM). The role is responsible for providing information, support and advice to the DFAT Investment Manager at the required service level standards. This includes strategic and administrative program planning; interaction with counterparts at senior management level; leading a diverse team with related mentoring and capacity-building functions; working collaboratively with Abt senior personnel; and engagement with AGE’s and DFAT staff both in PNG and Canberra. **Key deliverables** The PIPP Team Leader is responsible for the management of PNG Institutional Partnership Program (PIPP): + Accountable for strategic focus and work closely with DFAT to achieve: + A strong and durable economic and strategic partnership between Australia and PNG + Institutional relationships generate benefits for both Australia and PNG government entities + Enhanced governance and management, communication, outreach and sustainability + Continuity of program delivery against the PIPP design + As part of the design, facilitate the formal and informal in-country consultations with GoPNG partners, private sector actors, AHC staff and sector teams + Agree Ways of Working with DFAT, AGE’s and GoPNG + Oversee the development of a MERLA system in collaboration with implementing partners as well as managing the delivery of an updated VfM framework with the MERLA & Comms Adviser + Facilitate six monthly thematic review and adjustment sessions + Facilitate six weekly AGE and regular deployee meetings + Oversee the development and delivery of a Public Diplomacy and Communications Strategy in consultation with DFAT and GoPNG + Lead a team of professionals in addition to developing the capacity of a small team of locally engaged staff + Oversee the design and delivery of capacity development training for Deployees with in country coaching and mentoring program + Conduit to DFAT Senior Management (Contract Managers) and take overall responsibility for PIPP Risk, safety and security, Services Orders, service level agreements and delivery, including providing specific information, data or anticipated completion times as may be required. This includes dealing with the complexity of the PIPP Period Offer Deed with multiple Service Orders, initiatives and tasks. + Lead the PIPP operations team and ensure that the office is well resourced, operating effectively and provides the level of responsiveness and accountability required. This includes the provision of deployment support and pastoral care to deployees and their families on a 24-hour 7-day basis. + Liaise and support deployees and manage expectations on behalf of the Australian High Commission (AHC) and support of the WoG Overseas Conditions of Service. + Develop sector linkages through economic sector partnerships and how these can interlock with the work of deployees and agencies + Undertake travel to Canberra to participate in DFAT’s annual cross-agency review session. + Provide advice to Australian Government deployees regarding Australian government policy and legislation regarding Work Health and Safety (WHS) and security standards and requirements + Show leadership across all decision-making, management and implementation, within PIPP, in ways that promote Gender Equality, Disability & Social Inclusion (GEDSI), safeguarding, sensitivity to cultural and gender issues in PNG, awareness of HIV and AIDS and the principles of good governance. + Ensure Australian Financial Management and Accountability Act 1997 and relevant DFAT policies are adhered to and that Government of PNG legislation and Abt’s policy is observed in all transactions including human resource management. **Management of PIPP Systems** + Conduct analysis of all PIPP reports and ensure regular reviews of Operating Manuals + Oversee all procurement for PIPP operations to ensure compliance with Commonwealth Procurement Rules and guidelines including Abt policies and procedures. + Ensure the effectiveness of the PIPP Management Information System (MIS) including rigour to provide relevant data to DFAT/AHC personnel as required. + Oversee the financial management of PIPP operations including expenditure against budgets and the required financial reporting. + Oversee the PIPP asset management requirements. **Operational management** + Oversee and support operations, including quality assurance of technical inputs and provision of high-quality reporting + Operationalise Abt’s Enterprise Risk Management Framework and oversee risk management functions including: + Adhering to the Adaptive Risk Framework + Accountability for PIPP key program risk areas including child protection, fraud, WHS and security + Lead performance of team to optimise individual and team performance; manage performance related matters in accordance with Abt Performance Management policy + Provide accurate forecasts of expenditure and financial budgets + Maintain relationship with the client and key stakeholders, particularly senior personnel in key Australian and PNG government agencies + Ensure compliance with operational requirements including finance, human resources, and shared corporate services + Schedule handover with incoming Team Leader at the end of each rotation in-country for updates and sharing of responsibilities. **Specific Deliverables:** **Position Specific Deliverables** + Support and oversee the update and delivery of a Public Diplomacy and Communications Strategy + Lead Quarterly Update meetings with Post, Desk, and AGE representatives + Facilitate six monthly thematic review and adjustment sessions + Facilitate six weekly AGE and regular deployee meetings + Develop with the DFAT Investment Manager the Yearly Work Plan with KPI’s + Deliver concise, accurate and timely quality assured six monthly and annual reports to DFAT + Work in close collaboration with DFAT, home agencies and team to refresh Annual Work Plans + Oversee the refresh of the MERLA Framework with the MERLA Adviser and DFAT **Executive Leadership Team Deliverables** + High level of responsiveness to DFAT issues and requests measured by the program receiving a Partner Performance Rating of 5 or above + Quality reporting and communications materials are submitted on time and meet the internal (Abt) and external (DFAT) requirements of PIPP measured by peer reviews + Translate work plans and ensure deliverables are met on time, within budget, and value for money principles drive all program resourcing decisions measured by Value for Money metrics + Relationships with key internal & external stakeholders including DFAT and AGE are open, productive and outcome oriented.
