We are seeking a meticulous Plan Review Specialist to join our team, responsible for evaluating and approving architectural and engineering plans to ensure compliance with codes and regulations. The ideal candidate will have a strong background in building codes, zoning laws, and construction practices, combined with excellent analytical skills and attention to detail. This role requires effective communication with architects, engineers, and contractors to address any plan discrepancies and facilitate project approvals. Reviews proposed commercial, industrial and complex residential construction plans to ensure compliance with minimum building code and ordinance requirements. Determines whether plans submitted are adequate to transmit full information to field inspectors, are sufficient for a complete code review, and are in conformance with building codes, development codes, and other standards. Meets with the public to provide project specific requirements and solutions for development and code violation cases. Utilizes the development software to keep detailed records of project requirements, project status and progress, and other communications with the applicant. Builds and maintains relationships with the City’s development partners. Issues permits. Makes field inspections throughout the City as necessary. Performs other related work as required. Duties + Reviews plans for compliance with all codes and ordinances administered by the Planning & Development Services Department for the purpose of issuing permits. Keeps effective records of permits, plan reviews, and inspections. Counsels with architects, designers, builders and owners concerning building regulations. + Issues permits. Makes field inspections throughout the City as necessary. + Ensures all handout material complies with current codes. Re-draws and reformats outdated material, and creates new handouts for the public to expedite their construction process. + Performs all other duties as assigned. Minimum Qualifications REQUIRED: + Associates Degree from an accredited college or institution in Construction Science or a related field. + Two years of experience in municipal code administration, a paraprofessional plan review role, Construction Science, Building, Mechanical, Electrical or Plumbing code administration, Urban Planning and/or Zoning code administration, as an Inspector, Contractor, or Superintendent of Construction, or related experience. + ICC B3 or R3 Plans Examiner Certification, or the ability to obtain within one year of hire date. + Valid driver’s license with an acceptable driving record (must obtain TX driver’s license within 90 days). OR + An equivalent combination of education, experience, certification and/or licenses sufficient to successfully perform the essential functions of the job. PREFERRED: + Prior plan review experience. + Licensed mechanical HVAC, electrical, or plumbing contractor. + Bilingual in English/Spanish. Knowledge, Skills and Abilities Comprehensive knowledge of building construction types, methods, materials, and terminology. Knowledge of the ICC I-Codes, NFPA National Electrical Code, and industry standards in construction practices. Knowledge of zoning and development codes. Ability to communicate courteously and effectively with other City employees, officials, contractors, and the public. Ability to read plans to make sure that all requirements and regulations are met. Computer proficiency in word processing and record keeping. Attendance is an essential function of this position. The City reserves the right to require an employee to work overtime.
