This Planner-level position will be within the Development Services Center of the Durham City-County Planning Department. It is a regular, full-time position that works closely with the general public and development community by handling a wide range of customer inquiries and providing general guidance regarding development regulations, primarily the Unified Development Ordinance, and reviewing building and other permits for zoning compliance. The work is fast-paced with quick turn-around, and although the focus of work is permit review, communication with the public and customers is a key component. Coordination with other departmental staff and querying databases to identify incoming projects, performing timely reviews, flagging critical questions, researching issues and resolving questions with the appropriate team members, updating databases, documenting comments, and communicating to customers throughout the review process is essential. Furthermore, this position may also include acting as back-up for other development approvals issued by the team; providing property and development feasibility analysis on behalf of other City departments and development partners; generating periodic reports; and related special projects. A hybrid work schedule is available in accordance with City policy. Work is performed via computer and cloud services. Successful candidates must have prior experience with web-based applications and virtual communication platforms such as Zoom, Teams, Sharepoint, and Outlook, and must be willing and able to perform daily work within departmental databases and software applications. Prior urban planning, customer service, building inspection, and/or local government work is desirable, as well as experience reading zoning/tax maps and property records. Training and mentoring will be provided with respect to the application of zoning and development regulations. The ideal candidate will be familiar with zoning and site planning principals and construction. This person will effectively manage tasks, adhere to deadlines, foster productive working relationships, solve problems proactively, and provide exceptional customer service. Duties/Responsibilities + Review development applications and permits for accuracy, completeness, and zoning compliance and issue formal approvals and comments. + Collect, organize, track, and disseminate information. + Answer inquiries related to project status for permits and development applications. + Help customers understand applicable regulations and navigate the development process. + Analyze pre-development proposals for zoning compliance and prepare written summaries. + Perform zoning research and assist with the preparation of reports and publications. + Perform other duties of a similar nature and level as assigned. Minimum Qualifications & Experience + Bachelor’s degree in planning, landscape architecture, geography, architecture, engineering, forestry, horticulture, arboriculture, landscape architecture, or urban forestry or a directly related field or equivalent experience . + Two years of professional planning or related experience. + Ability to interpret plat maps, plot plans, land surveys, or similar maps and drawings. Additional Preferred Skills + Master’s degree in planning, engineering, or a directly related field is preferred. + AICP certified, or interest obtaining AICP certification. + Proficiency in Microsoft Office Suite and web-based GIS mapping and analysis software.
