Purpose of Classification
The purpose of this classification is to assist with various planning functions involving comprehensive planning, current planning, plan review, and special projects.
Essential Functions
The following duties and functions, as outlined herein, are intended to be representative of the type of tasks performed within this classification. They are not listed in any order of importance. Other duties may be required and assigned.
Under general supervision, interprets and applies applicable City codes, ordinances, regulations, and comprehensive plan pertaining to zoning, land use, and site development.
Performs professional planning work in processing development applications, including project review, research, and preparation of staff reports; formulates recommendations.
Performs plan review of building permit applications in Building Division; reviewing applications and rectified site plans for compliance with the development order and/or Land Development Regulations.
Provides information and assistance to the public or other individuals concerning City codes, land development regulations, zoning issues, the application process, and procedural issues; responds to complaints, researches problems, and initiates problem resolution.
Assists with implementation of the Comprehensive Plan through required evaluation, applicable planning studies, interpretation, and with processing of updates and amendments.
Researches/writes grants for the Development Department and for the City.
Leads or assists with special projects involving project management, research, report writing, and/or ordinance preparation regarding, annexation, grant writing, budget preparation, city ordinances and land development regulations (LDRs), and other projects as assigned.
Presents results of staff evaluations/analyses on development proposals or special projects, including technical data at public meetings, hearings, and workshops.
Performs field assessments to review specific project sites as assigned.
Schedules, leads, and/or participates in pre-application meetings.
Serves on Development Application Review Team; presents projects as needed for procedural and administrative activities, and leads review discussions.
Assists with providing training on tasks, technology, and equipment to new hires, or to newly assigned employees.
Provides information and education to the community and the media; gives speeches and presentations.
Monitors and updates electronic project management files and other records.
Prepares or completes various forms, reports, correspondence, project management/evaluation reports, staff reports, organizational charts, grants, or other documents.
Receives various forms, reports, correspondence, flow charts, comprehensive plan, site plans, regulations, statutes, codes, ordinances, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
Operates a computer to enter, retrieve, review or modify data; utilizes word processing, spreadsheet, database, flow charting, project management, or other software programs.
Answers the telephone; provides information, guidance and assistance; takes and relays messages or directs calls to appropriate personnel; returns calls as necessary.
Communicates with supervisor, employees, other divisions, other departments, City officials, government agencies, developers, consultants, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Attends meetings; serves on committees as needed; makes speeches or presentations.
Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; attends workshops and training sessions as appropriate.
ADDITIONAL FUNCTIONS
Performs various clerical tasks associated with work activities, which may include preparing staff reports, typing documents, or filing documentation.
Operates a motor vehicle to conduct work activities.
Provides assistance or coverage to other employees as needed.
Performs other related duties as required.
Minimum Qualifications
Bachelor's degree in Urban Planning, Geography, Architecture or Urban Design; three (3) years previous experience and/or training that includes planning and zoning. Must possess and maintain a valid Florida driver's license.
PREFERRED QUALIFICATIONS
Education and/or experience in architectural and/or urban design and 3-D modeling.
Supplemental Information
Knowledge of municipal land development regulations and ordinances pertaining to land use and development including but not limited to zoning, landscape, parking, urban design, and sign regulations.
Knowledge of green building or site development standards and programs.
Knowledge of sustainable, smart growth, and/or New Urbanism design standards.
Skilled in the use of computer software to prepare or modify basic graphics, maps, and illustrations for use in reports and presentations.
Ability to recognize and communicate architectural details and building components with architects and the development community.
Ability to evaluate the feasibility of proposals and identify needed changes.
Ability to interact professionally with department personnel, officials, consultants and the general public.
Ability to communicate effectively, both orally and in writing.

Student Loan Forgiveness

Health Insurance
The City pays the entire premium for an eligible employee. The employee may elect to cover a spouse and/or dependent children by paying the applicable premium for the dependent(s).
Dental Insurance
Premiums for eligible employees are paid by the City. Premiums for any covered dependent are paid by the employee with a contribution by the City.
Vision Care Plan
Premiums for eligible employees are paid by the City. Premiums for any covered dependent(s) are paid by the employee.
Life Insurance / Accidental Death and Dismemberment Insurance
The City provides each eligible employee with term life and accidental death insurance.
Supplemental Life Insurance / Supplemental AD&D Insurance
Employees may purchase supplemental term life insurance on an individual-choice basis with premiums based on age. A matching amount of Accidental Death insurance may also be purchased.

City Retirement / Pension Plans

Vacation
All full-time employees accrue time toward paid vacation leave. Accrual begins immediately and vacation may be taken after six months of employment.

Full-time employees accrue one day of sick leave per month. An employee may elect to use up to 5 days per year of accrued sick time for illness in his/her immediate family.
