Planning and Environmental Coordinator

We expect to fill 1 vacancy at this time; however, additional positions may be filled from this announcement if they become available. Responsibilities Develop and review Environmental Impact Statements and other National Environmental Policy Act (NEPA) documents for adherence to laws, regulations and policies. Establish completion schedules and budgets for land use planning and/or NEPA documents. Interpret law, regulation and policy, including Federal Land Policy and Management Act (FLPMA), NEPA and other land use planning guidance. Provide training to team members and the public regarding land use planning and NEPA issues. Prepare and present briefings regarding natural resources, land use planning and NEPA issues to supervisors and higher-level managers. Requirements Conditions of Employment Qualifications In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity. Specialized experience is defined as: Experience with land and/or resource management programs requiring multiple-use management and protection of a variety of resources while interacting with all levels of the agency; accomplishing work through others, (e.g., project manager, team or project lead, etc.) and experience in developing and maintaining effective relationships to achieve goals and objectives; conduct briefings and presentations; prepare reports which identify, analyze and integrate diverse data, present findings and conclusions, provide alternatives and/or recommendations which incorporate (reports often weight and balance diverse opinions with agency requirements and resource need) clear, well-reasoned decisions balancing diverse opinions; and experience and/or training of safety practices and procedures. There are no qualification requirements for a detail assignment. However, employees must meet any positive education/licensure requirements to be detailed to positions with these requirements. Detail assignments do not include additional compensation and the selectee will not earn time-in-grade at the higher grade level. If selected for a Detail assignment, you cannot be extended beyond one year. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: May occasionally require walking over rough, uneven or rocky terrain during periods of extreme temperatures. May be required to drive two or four-wheel drive government vehicles over tarred, gravel or dirt roads. The official worksite for the selectee is the duty station identified in this vacancy announcement. The selectee will typically report to this duty location on a regular and recurring weekly basis. The selectee may be allowed to telework with supervisor approval. This is a not-to-exceed 1-year temporary promotion assignment. At the expiration of this assignment, or whenever your services are no longer needed, you will be returned to your position or to a position of equivalent pay and grade within your agency of record. This temporary promotion may be extended without further competition; however it may not exceed a total of five (5) years.
