Job Description:

Parsons is looking for an amazingly talented Planning Manager - Aviation to join our team who can support a team of professionals overseeing every phase of a large-scale aviation project. The candidate develops, manages, and/or executes all phases of the scheduling effort for a large, complex and demanding project. This level of Project Scheduler draws upon extensive experience and exposure to various types of projects and clients. Serves in a lead capacity.

What You'll Be Doing:

Provides guidance, direction, and specialized assistance for the resolution of difficult and complex planning and scheduling problems.

Interfaces with clients, attends regular meetings, and provides recommendations.

Participates in the development of the master coding structure (WBS, CBS, etc.), interfacing with all relevant departments and functions.

May lead in the analysis, evaluation, and development of forecasts for project resources and cost.

Coordinates staffing requirements, assigns and supervises project work activities, and trains personnel.

Completes performance reviews and provides personnel development for the assigned employees.

Accumulates and accesses historical data, utilizing earned value principles, for use in maintaining a realistic basis for future planning and forecasting.

Leads staff who are qualified to analyze, evaluate, forecast, and report schedule status against an established baseline.

Assesses the impact(s) of pre/post contract risks and/or changes and schedule slippages.

Develops and manages an established system to show the hierarchy of plans and schedules; Keeps project and company management fully informed.

May function as Project Control Manager on a project. In that capacity, directs and controls all of the project controls activities.

Performs other responsibilities associated with this position as may be appropriate.

What Required Skills You'll Bring:

Bachelor's Degree in Engineering or Construction Management or related field (or equivalent work experience) and.

Minimum 15 years’ experience in schedule management on engineering projects. Typically, 5+ years of experience in a leadership capacity.

GCC experience is required.

PMO/PMC experience is required.

Experience on major Aviation and/or Transportation (Rail) programs.

What Desired Skills You'll Bring:

Requires basic engineering knowledge in electrical, mechanical, civil, or a related field. Proficient PC skills including proficiency in various Project Controls Software, Primavera P6 and Microsoft Office Suite.

Proven leadership capabilities, as well as familiarity with industry practices is required.

Strong written and oral communication, organizational, interpersonal skills, and customer service skills are required, both internal and external facing. 

Ability to work in teams. Ability to follow through. Ability to clearly deliver work instructions in a complex risk environment.

Must function effectively under time constraints, schedule workload to meet deadlines, and has the ability to prioritize.

High-level understanding and appreciation of risk management in complex risk environments and within the major program sector, preferably within the KSA.

Ability to work in a matrix organization (dual reporting). Ability to interact with an influence senior-level management. Ability to consult, motivate, and negotiate effectively with client groups, co-workers, employees, vendors, and contractors.

Strong organization and follow through abilities.

Strong business judgment.
