THE DIVISION The Brooklyn Office is made up of a team of city planners and urban designers who work on a wide variety of studies, rezoning’s, and developments, across a large and diverse borough. The Brooklyn Office coordinates the review of numerous private and publicly sponsored requests for land use and zoning changes and manages the Uniform Land Use Review Procedure (ULURP), including presentations to the City Planning Commission and coordination with Community Boards. Brooklyn Office staff also work on a wide range of land use, zoning, urban design, and transportation issues in communities across the borough, and staff are the local experts on their communities, providing essential knowledge to policy makers, and appointed and elected officials. The Brooklyn Office offers a dynamic work environment, with exposure to and influence on the development of borough-wide plans, and provides planning expertise to the Office, City Planning Commission (CPC), elected officials, Community Boards other City Agencies and the public-at-large. THE ROLE The Brooklyn Office is seeking a Planning Team Leader to manage a team of planners and projects, support planning and policy studies, and the management of land use applications and community outreach activities. Under limited supervision, with significant latitude for independent judgement, the candidate will: - Supervise the work and production of quality deliverables for a team of planners and urban designers managing land use review processes and schedules, coordinate project staffing, and recommend work program prioritization across multiple Community Districts; - Review, analyze, and make recommendations on applications submitted to the Department pursuant to the Uniform Land Use Review Procedures (ULURP) and coordinate this work with technical divisions of the Department, other city agencies, community boards, elected officials, and the public; - Represent the Department and provide guidance on land use and zoning issues to the City Planning Commission, as well as Community Boards, neighborhood groups, and elected officials, and provide expert opinions and recommendations as needed; - Assist in the management of files, applications, and data associated with the e-filing system Zoning Application Portal (ZAP); - Advise the Brooklyn Office Director and Deputy Director on policies and standards relating to the technical review of land use applications, zoning regulations and land use policies, staffing, and prioritization, and participate in the development of DCP and Brooklyn Office policies and planning recommendations; - Support in the development and coordination of neighborhood or citywide studies, including research, analysis, and the production of technical reports and presentations; - Represent the City, Department, and Brooklyn Office at public events, speaking opportunities, and presentations, and develop and lead community engagement activities; - Manage, teach, and help cultivate team members to be successful planners and leaders within the city government; and - Perform other related projects and tasks as needed. Successful candidates possess a combination of strong technical land use planning skills, project management and public presentation experience, a deep understanding of land use and zoning, an affinity towards urban design, a commitment to public and community service, and a desire to contribute to an engaging work environment. CITY PLANNER - 22122 Qualifications 1. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or 2. A satisfactory combination of education and/or experience that is equivalent to “1"" above. Graduate education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience. However, all candidates must have a baccalaureate degree. Special Qualification Requirements Assignment Level III To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above. Assignment Level IV To be eligible for placement in Assignment Level IV, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in "2" above.
