Plant Manager

The Towanda Liquefied Natural Gas Facility produces 50,000 gallons of natural gas per day and features a storage capacity of 180,000 gallons. Serving industrial and commercial operators as well as local gas distribution utilities, it delivers an economical and dependable energy supply. This facility is vital to supporting the Northeast's energy demands with cost-effective and reliable solutions.

Opportunity Summary

The LNG Plant Manager is responsible for ensuring alignment between plant personnel and client requirements while overseeing all aspects of safety, operations, compliance, security, and environmental programs to maintain safe, efficient, and reliable plant operations. This role involves managing commercial and financial activities, including budgeting, procurement, contract administration, and plant-level financial reporting, as well as leading emergency response and community relations efforts. The Plant Manager also plays a key role in personnel management, training, and development, ensuring that staff are equipped with the skills and certifications necessary to meet operational needs.

Your scope of responsibility as Plant Manager includes the following primary functions:

Ensure that all plant personnel and objectives align with client requirements. Administer the plant's Safety, Operations, Compliance, Security, Maintenance, Administrative, Training, Chemistry, and Environmental QA/QC programs to support safe, efficient, and reliable plant operations. Manage and execute the site’s Emergency Response Plan. Direct and perform all commercial and financial activities, including budgeting, procurement, administration of major plant contracts, and plant-level financial reporting. Administer major plant contracts, fuel purchase agreements, and long-term service agreements. Prepare and oversee operating and capital budgets. Supervise the preparation of required reports, including client reports, utility reports, budgets, and environmental compliance documentation. Serve as the primary contact for permitting and regulatory agencies, and lead community relations activities. Manage and oversee the planning, budgeting, contracting, and execution of planned and unplanned plant outages. Implement training and qualification programs to ensure all plant personnel understand and adhere to established procedures. Conduct periodic reviews of plant policies and procedures to ensure they reflect current operating requirements. Direct the sourcing, screening, and hiring of new or replacement personnel as needed. Identify plant training objectives and employee development needs, collaborating with the plant management team to provide coaching, career counseling, and development opportunities. Verify the certification status of operations and maintenance personnel to ensure compliance with requirements. Maintain high levels of morale and motivation among plant personnel at all times.

Conduct/Support Regular Safety Meetings (at least monthly). Address Safety at all Group Meetings. Conduct Inspections and Observations: establish within the department a regular inspection of the work area and a safety observation process of work being performed. Establish and lead these activities following any rules, requirements or guidance established in your business unit, group, or division. Involve all NAES teammates in the activities. Analyze result, write work orders, train, and educate to eliminate hazards, at-risk behavior and meet company regulatory requirements. Conduct Regular Observation Tours: Conduct no less than two safety observation tours of high-risk activities e.g., confined space to verify that employees are performing the work in accordance with safe practices, company procedures and OSHA regulations. Regular and Frequent Contacts: conduct one-on-one contact sessions with workers to discuss safety issues, communicate expectations and coach safe behaviors, e.g., whether the employee is wearing all required personal protective equipment. Respond to Incidents: respond to all safety-related incidents including, but not limited to injuries, incidents and near misses; write a report that explains what happened, identify the cause, and recommend corrective action following any established business unit or division practice. Follow up as necessary to ensure that corrective action is taken.

Physical Requirements and Working Conditions

Physical requirements include the possibility of standing for extended periods of time as well as stair and ladder climbing. Protective equipment must be worn in the performance of some duties (e.g., hard hats, safety glasses, air masks, ear protection, chemical suits, hot gloves, and high voltage protective equipment, etc.)

All employees will participate in the Fitness for Duty Program. This program includes a post-offer physical examination and drug screening and post-employment random drug screening. There are extensive smoking restrictions in and around the facility.

Work Schedule

Regular scheduled workdays are Monday to Friday, during regular dayshift hours. Position requires extended working hours and varied shifts with the possibility of weekend and holiday work, as required by schedules, workload, and plant conditions. Some travel may be involved to participate in Manager, Owner, User Group, or other offsite meetings.

Compensation

Initial starting compensation will range from $153,000 to $160,000 and will include an annual performance bonus.

Job Qualifications

We are seeking a candidate with extensive technical and leadership experience in natural gas processing and gas liquefaction, supported by a proven history of accomplishments and career advancement.

A technical undergraduate degree in engineering, operations, or a related field is required, though equivalent work experience demonstrating a strong technical foundation will also be considered. Prior management experience in an LNG facility is highly preferred; experience in power generation or a similar industrial setting will also be considered. Demonstrated knowledge of safety standards, environmental regulations, and compliance requirements specific to LNG operations. Comprehensive understanding of plant operations, maintenance practices, and reliability engineering. Strong project management expertise, including planning, budgeting, and coordination of complex projects. Proficiency in data analysis, financial reporting, and the use of management tools to support informed decision-making. Adequate knowledge of business and management principles, including budgeting, strategic planning, resource allocation, and human resources. Experience in designing and implementing employee training and qualification programs. Proven ability to supervise technical, supervisory, and hourly personnel, with strong leadership, motivational, and conflict-resolution skills. Exceptional oral and written communication skills, with the ability to effectively interact with corporate, technical, and non-technical employees, stakeholders, and third parties. Certifications such as Certified LNG Technician or similar credentials are a plus. Must possess a valid and unrestricted driver's license, ensuring it remains in good standing at all times.
