Job Summary:

The Plant Operations Director is responsible for assisting in the planning, organizing, maintaining, developing, and directing of the overall operations of the Environmental Services and Maintenance departments in accordance with current federal, state, and local standards governing the facility, and as may be directed by the Administrator to ensure a safe, well-maintained physical plant.

Duties/Responsibilities:

Develops, review, and revise the Facility policies and procedures to maintain compliance, and/or follows the guidelines on the following, but not limited to: all Life Safety Code (LSC) related items, CMS emergency preparedness, appropriate Fire Safety preparedness, OSHA regulations, State &/or local code enforcement for environmental safety and building maintenance, NYS Department of Health annual recertification survey, HUD certification survey, etc. Establishes and meets on a regular basis, as defined in conjunction with the Administrator and with environmental services & maintenance staff. Supervises and directs the operation of Plant Operations. Develops preventative maintenance program; ensures physical plant and the facility are environmentally and physically safe. Responsible for environmental services and plant maintenance operational and capital budgets. Reviews operational and capital budgets monthly and investigates variances to the budget which are reported to the Administrator. Communicates daily with environmental and maintenance staff to discuss, including but not limited to, work assignments, scheduling of special projects, organizational updates, operational issues within the departments, equipment and safety concerns, etc. Demonstrates and leads by example the core values of all leadership positions: open communication, mutual respect, and collaboration. Develops programs and strategies to monitor the quality of both the environmental services and maintenance department as it pertains to building safety, facility cleanliness, hazardous material management, equipment safety, infection control, and its effect on resident care. Actively participates in quality assurance program (QAPI) in attending the QAPI meetings monthly, conducting quality audits and reporting the results as deemed necessary by QAPI Coordinator. Follows through to achieve QAPI goals. Continuously reevaluates the effectiveness of the department. Reports findings to the Administrator; works in collaboration with the Oswego Health Engineering Department and Oswego Health Environmental Services and Infection Control Director. Promotes collaboration and partnership with all members of the management team of Seneca Hill Manor. Implements recommendations received by Administration, other departments, and/or committees as directed. Directs both the EVS Team Leader and Maintenance Supervisor in ensuring proper staffing levels, to ensure safe, clean, and appropriate care for residents and staff. Reports all maintenance and environmental department areas of deficient practices immediately to the Administrator. Assumes responsibility for the selection of staff with authority to hire, interview, evaluate, counsel, or terminate as necessary in conjunction with organizational policy. This is to be done in coordination with the Human Resources department and reported to the Administrator. Performs all other duties as assigned.

Required Skills/Abilities (Unit Specific):

Ability to supervise, direct, and evaluate the environmental services and maintenance staff in the provision of resident care and performance of job duties. Demonstrated effective communication, conflict resolution and problem solving skills. Knowledge in determining the type and amount of staff and supplies needed to provide quality resident care. Demonstrate correct and safe technique in use of all equipment. Conducts facility environmental round and safety rounds. Ability to communicate effectively, both orally and in writing. Professionalism and business acumen appropriate for working with guests, clients, physicians, employees and volunteers. Excellent time management skills, punctuality and a sense of urgency in completing tasks. Ability to cost effectively manage resources and supplies.

Education and Experience:

Experience in all areas of facility maintenance including electrical, plumbing, HVAC, and construction preferred. Experience in environmental services including cleaning, sanitizing, maintaining equipment, and infection prevention preferred. Five or more years’ experience in a management/supervisory role. Knowledge of operations of healthcare facility preferred.

Working Conditions:

Requires attendance of seminars, workshops, conferences when appropriate. Requires attendance of various meetings and participation on committees as required. Prolonged periods of sitting at a desk and working on a computer. Must be able to lift up to 15lbs at times. Occasionally requires assignments to other units/shifts as hospital needs require. Complies with DOH requirements for annual health assessments and required immunizations.

Pay Range:$65,000-$75,000/yr

Employee salary is based on commensurate experience and other qualifications.
