Under limited supervision this employee is responsible for the operation, maintenance and repair of all systems and utilities related to plumbing, heating, ventilation, air conditioning and refrigeration within the assigned work area. Also included will be supervision of Water Treatment and Wastewater Treatment Plant operations. The incumbent directs the work of skilled craft workers and operational personnel in all facets of this operation. Responsibility extends to planning and programming of minor and major repairs, renovation and selected minor construction in conjunction with other Agency staff personnel. The incumbent does make budgetary requests and decisions and does provide input for future requirements. Supervision is directly provided to skilled trades workers.
**Minimum Qualifications**
-Must possess and maintain a valid Minnesota Master Plumbers License.
- Must be able to be registered with DOLI as the Master Plumber of Record for the Department of Military Affairs. This must be completed in order to be certified as the Plumbing Supervisor.
- Thorough knowledge and demonstrated experience of plumbing systems that would be found in a state-owned campus environment.
- Demonstrated working knowledge and related experience of HVAC systems found in commercial, industrial and residential environments.
- Demonstrated working knowledge of community sized Waste and Water Treatment operations.
- Demonstrated working knowledge of commercial and residential level refrigeration systems.
- Thorough knowledge and demonstrated experience of current State Plumbing and Gas Code.
Evidence of the below will typically include at least three years of relevant building/facilities/grounds/plant maintenance experience as a lead worker, coordinator or foreman/supervisory level.
- Knowledge of construction, maintenance and repair of facilities, sequencing of work and broad understanding of basic construction principles, along with an understanding of mechanical systems.
- Ability to effectively supervise, motivate and direct employees both within the Plumbing as well as the other trade skills assigned to include Plant Maintenance Engineers, (HVAC) and Water and Wastewater Treatment Plant Operators.
- Skills required to effectively organize, assign, monitor, assess and inspect multiple work orders, projects, and planning operations at the same time.
- Skills in using computer systems sufficient to operate within an automated maintenance management system as well as development of products using Microsoft Office software. Must be proficient in typing emails and conducting product research.
- Ability to prioritize, plan, schedule, assign, direct and evaluate/review work, and direct/instruct and train others to perform operator level and repair level maintenance tasks.
- Communications and human relations skills sufficient to communicate and work effectively with supervisor, staff, management, contractors, vendors/suppliers, and customers.
Must possess the abilities to follow directions, to take criticism, to get along with co-workers and supervisors, to treat co-workers, supervisors and customers with respect and courtesy. Must possess a valid Minnesota driver license.
**Preferred Qualifications**
-Current State of MN Boilers License (Second Class Engineer Grade C or higher)
-Current State of MN Reduced Pressure Zone (RPZ) Backflow Tester and Rebuilder Certificate.
-Current Universal Refrigeration License.
-Current 410-A Refrigerant License
- Working knowledge of community sized Waste and Water Treatment operations.
- Working knowledge of building automation systems as they relate to plumbing, HVAC, and water operations.
-5 or more years of experience as a lead worker, coordinator or foreman/supervisor.
-Experience with the JCI Metasys Building Automation System software.
