PMO Manager, Project Governance & Quality

The Technology, Data & Innovation (TDI) PMO Manager for Project Governance & Quality is charged with the overall responsibility of their assigned Project Director (PD), Business System Analyst (BSA) and Program Coordinator (PC) team and deliverables, including governance, business cases, workflow process and PMO platform. The manager will work as a liaison between the Project Governance Leaders and TDI, and a point of contact for PMO process and platform questions. The position assumes responsibility for providing expertise, supporting and overseeing the use of established methodology, processes and PMO platform for the TDI Division serving as Best Practices Champion. This dynamic leader must possess strong people leadership, customer service, technological and organizational skills, and the ability to manage multiple priorities. This position reports to the TDI PMO Executive Director.

Leadership
1. Leads the development, utilization, and enhancement of Governance standards, Quality processes and best practices for TDI.
2. Drives project governance best practices, processes, methodologies and tools adoption.
3. Ensures quality of deliverables assigned to project directors, business system analyst and program coordinators.
4. Communicates clear expectations on work deliverables, timelines, and challenges.
5. Oversees employee and contractor productivity and travel expenses as per division processes.
6. Defines metrics for measuring team performance with at least one related to productivity and one related to quality.
7. Provides feedback to appropriate management on team member's contributions and performance.
8. Conduct 1:1 meetings with direct reports and provide annual performance evaluations
9. Coach and mentor direct reports and handle any disciplinary actions needed for direct reports
10. Manages the recruitment and hiring of qualified personnel as needed to meet the operational needs of the team.

Domain Expertise
1. Demonstrates knowledge and expertise in project governance and quality processes and maintains knowledge as technology and best practices evolve.
2. Provides guidance, mentoring, and project governance and quality processes expertise to customers and team members.
3. Manages resources required to provide expertise to support project governance, quality and best practices, including capacity planning, demand management, resource utilization.
4. Exhibits expertise in supporting and overseeing methodology, process and project execution throughout the institution.
5. Manages and oversees TDI PMO established processes and supporting platform serving as a best practices Champion.
6. Help resolve any project issues for the project governance and processes being managed by direct reports.
7. Work as a liaison between MD Anderson Project Governance Leaders and TDI supporting Business Case preparation and review.
8. Meets regularly with Governance Committee co-chairs and TDI representatives to assess process and educate on processes, provide guidance and ensure consistency and quality across Governance.
9. Manages the TDI PMO operations including financials.
10. Oversees and reports on comprehensive project financials including budget, authorization, planned cost and actuals

Other duties as assigned

Education Required:
Bachelor's degree.

Education Preferred:
Master's degree

Experience Required:
Ten years of experience leading multiple enterprise projects, to include to include two years supervisory/management experience. May substitute required education degree with additional years of equivalent experience on a one to one basis. Successful completion of the LEADing Self Accelerate and/or LEADing Self Discover programs may substitute for one year of required supervisory or management experience. Completion of both programs can be substituted for a maximum of two years of supervisory or management experience. Must pass pre-employment skills test as required and administered by Human Resources.
