Police Advisor IV: Field-Based Community Police Advisor, Tegucigalpa

Overview:

The Field-Based Community Police Advisor, Tegucigalpa will support INL/Honduras in support of their mission.   

Primary Responsibilities:

·         Serves as a subject matter expert for the Community Outreach and Policing Program    (COP).

·         Serves as one of three on-site experts on the full range of law enforcement issues.

·         Assists INL to manage Community Engagement projects.

·         Assists INL to implement "best practices" for reducing gang-related crime and violence       within targeted communities.

·         Assists INL to coordinate Community Police, Community Engagement and Place Based  Strategy programs.

·         Provides technical law enforcement expertise, policy guidance, technical assistance, and  training on behalf of INL in support of host nation efforts to improve community-policing techniques and reduce gang activity within targeted communities.

·         Provides significant input for strategic planning and development of possible future projects.

·         Assists INL to coordinate program development, implementation, and reporting.

·         Assists INL to provide direction and assignment of Colombia Nacional Police (CNP) personnel.

·         Works with INL to coordinate with appropriate levels of the GOH National Police (HNP) and appropriate GOH elements in the Ministry of Security (particularly its Office of Prevention), SERCAA (the HNP police intelligence fusion center) and others in matters relating to the goals of the COP program.

·         Assists INL to draft a GOH Community Policing model.

·         Assists INL to ensure effective and ongoing coordination, communication, and support of  mutually enhancing programs and initiatives in compliance with the comprehensive USG/CARSI strategy for the reduction of violence in Honduras.

·         Reviews the organizational and operational capacities of the GOH government, including  National police and local actors.

·         Assists INL to develop an assistance plan that will promote effective community policing practices.

·         Assists INL to establish collaborative partnerships in the community between the GOH  and the individuals and organizations they serve to develop solutions to problems and increase trust in police.

·         Works with INL staff to identify training needs of the GOH National Police (HNP)  personnel involved in the community policing program.

·         Proposes training options and course availability in Central America or the U.S.

·         Assists INL to coordinate with the GOH, the international donor community and attend regular donor coordination meetings.

·         Assists INL to initiate, coordinate, and implement neighborhood crime watch programs.

·         Drafts papers and documents related to the INL projects.

·         Assists the GOH government to develop best practices to oversee, coordinate, and administer educational and development classes/programs for various community organizations and schools.

·         Assists INL to design and execute the Place Based Strategy Work Plan.

·         Suggests avenues for mid-course correction if a program is not achieving its goals.

·         Prepares an annual strategic plan for each project.

·         Attends meetings with U.S. and GOH officials including regional working group   meetings.

·         Write a Project Implementation Plan in English.

·         Creates a work plan per the instructions.

·         Provides weekly, monthly, quarterly, and annual reports of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data. Reports on scheduled  upcoming meetings, trainings, and other activities, outlining dates and participants.

 

Education and/or Experience:

·         Bachelor’s degree in international relations, law enforcement, public policy, or related   field (10 years professional law enforcement experience can be substituted).

·         Fifteen (15) years of experience with U.S. law enforcement or military.

·         Three (3) years of experience working overseas.

·         Three (3) years specialized experience depending on the position (e.g., intelligence, firearms, gangs, kidnapping, drugs, internal affairs), experience briefing in Spanish and English.

·         Five (5) years of experience related to citizen security and community policing

·         Five (5) years of experience in management roles that include strategic planning, resource management, budgeting, oversight and evaluation and active management of law enforcement, judicial or prosecutorial operations.

·         Seven (7) years of demonstrated experience in complex crime or security programs aimed   at achieving U.S. rule of law and citizen safety objectives.

 

Knowledge, Skills, and Abilities:

REQUIRED

·         FSI level 3/3 Spanish, FSI level 3/3 English

·         Demonstrated experience in managing program resources.

·         Strong English verbal and written skills and ability to present and defend complex  analyses and proposals concisely.

·         Demonstrated prior ability to work independently on projects and issues within overall policy guidelines.

·         Demonstrated communication and liaison skills appropriate to work with a wide variety of governmental, public, and private sector representatives, as well as with local community members and groups.

·         Proficient in Microsoft Office Suite.

 

PREFERRED

·         Experience working and/or coordinating with other relevant U.S. government agencies  and host nation entities.

·         Experience working as a law enforcement CPA with non-U.S. law enforcement agencies.

·         Experience working in international police development and reform.

 

Certificates, Licenses, Registrations: N/A

 

Security Clearance:

·         MRPT or RSO certification, depending on nationality

 

Physical Demands:

Must be able to physically and medically perform in a normal office environment.  While performing the duties of this job, the employee is required to be able to occasionally stand; walk; sit; use hands and/or fingers to handle, or feel objects, tools or controls; operate office equipment, reach with hands and arms; climb stairs; balance; stoop; kneel; talk or hear; taste or smell.  The employee must occasionally lift and or move up to 25 pounds.
