Policy and Strategy Analyst (All Levels)
**Responsibilities** Noblis is seeking a Policy and Strategy Analyst for our client’s operational requirement on a mission focused program located in Bethesda, MD or McLean, VA. **Job Responsibilities:** + Lead or substantially participate in executing intelligence studies including the development of needs, translating needs into requirements, defining and gaining approval for a Terms of Reference, collecting, normalizing, and preparing data, accomplishing data analysis from quantitative and qualitative data, and applying qualitative and quantitative analytic techniques to develop well-formed and supported alternatives and recommendations for IC decision-making. **Required Qualifications** + Active TS/SCI with CI Polygraph. + Demonstrated experience working with IC Agencies. + Knowledge of/experience with IC systems, processes, data, and policies. + Demonstrated experience with planning and conducting formal studies. + Proven ability to develop and deliver analysis, alternatives, and findings, and communicate key data points to varied audiences. + Experience with gathering, normalizing, and analyzing qualitative and quantitative data. + Experience designing, administering, and analyzing surveys, and resultant information. + Knowledge of statistical methods and analytic software toolsets such as Excel and Tableau. + Demonstrated experience in designing and delivering executive-level decision analytics, papers, and studies. Senior Level + Bachelor’s degree with 10+ years of prior relevant experience, Master’s with 7+ years of prior relevant experience, or PhD with 5+ years of prior relevant experience. + Compensation: $103,800 - $162,225 SME Level + Bachelor’s degree with 12+ years of prior relevant experience, Master’s with 9+ years of prior relevant experience, or PhD with 7+ years of prior relevant experience. + Compensation: $125,500 - $196,075 Senior SME Level + Bachelor’s degree with 15+ years of prior relevant experience, Master’s with 12+ years of prior relevant experience, or PhD with 9+ years of prior relevant experience. + Compensation: $151,700 - $237,050 **Desired Qualifications** + Knowledge of/experience with IC collection the analytic methods. + Knowledge of/experience with national intelligence missions such as counterterrorism, counterproliferation, counterintelligence, counterinfluence, or cyber. + Ability to work within a highly dynamic environment, often with multiple competing priorities. + Ability to work and communicate with senior leaders and action officers from across the IC. + Ability to lead, facilitate, and substantially add value to working groups or interagency study teams. + Ability to lead or contribute to multiple projects simultaneously. **Overview** Noblis (http://www.noblis.org/) and our wholly owned subsidiaries, Noblis ESI , and Noblis MSD tackle the nation's toughest problems and apply advanced solutions to our clients' most critical missions. Part time staff receive a prorated salary based on regularly scheduled hours.
