LinQuest Corporation is hiring highly skilled and motivated candidates to join a high-performance team and provide support to the US Space Command (USSPACECOM) as a Portfolio Analyst.
An active TS clearance is MANDATORY and shall be eligible for SCI and Special Access Program (SAP) read-ins and accesses.
As a Portfolio Analyst, you will support efforts to develop, plan, and program for USSPACECOM mission requirements impacting Space Situational Awareness (SSA), Space Command and Control (C2), Space Combat Power, Positioning Navigation and Timing (PNT), Satellite Communications, Missile Warning, and associated Communications, Computer, Command and Control and Intelligence (C4I) systems.
Provide support to gather, analyze, and maintain data funding sources to support Planning, Programming, Budgeting, and Execution (PPBE) activities such as Program Objective Memorandum (POM), Program and Budget Review (PBR), Congressional Budget briefings, and other budget drills and tasks as needed by the Government. Support programming drills by analyzing proposed programs/capabilities and developing recommended Program Objective Memorandum (POM) inputs. Analyze and develop responses to external units, agencies and higher headquarters programming queries ranging from reviews, program reclamas, Resource Management Decisions, Congressional Marks, etc. Support collaboration with external stakeholders associated with USSPACECOM missions,coordinating staff actions across the Headquarters and external entities (USSPACECOM service components, NRO, OSD, and agencies such as DARPA, and service labs), performing required studies and analysis, developing associated documents, and delivering required presentations. Provide input and/or develop various financial products to USSPACECOM personnel supporting the President’s Budget (PB), continuous Budget Reviews, unfunded requirements generation, POM to Integrated Priority List (IPL) crosswalks, Congressional Staffer briefs, Procurement Documents/Requirements Documents (P-Doc/R-Doc), and other ad-hoc and scheduled financial drills. Provide to USSPACECOM technical expertise and recommendations in the analysis of the financial aspects of programs through their life cycles by analyzing budget models based on actual performance, previous budget figures, estimated costs and other factors.
Required Skills/Experience:
US Citizenship and an active DoD active TS clearance is MANDATORY and be eligible for SCI and Special Access Program (SAP) read-ins and accesses. Ability to use Microsoft products (Word, Powerpoint, and Excel) Ability to be an effective team member Ability to present briefings and coordinate problems and recommend solutions Ability to identify and resolve challenges at a strategic level Ability to brief/interactive with senior (GO/FLAG) level officer and senior civilians. Excellent oral and written communication skills Ability to coordinate plans between internal and external staff agencies to ensure a coherent effort Current/relevant space/joint operations exercise, training, wargames and campaign planning/execution background/experience Proficient knowledge and understanding in the use of the various PPBE tools in the management of fiscal resources and processes to include but not limited to the following business systems: OSD CAPE Espresso, Joint Staff Knowledge Management and Distribution System (KMDS), Advana, and Program and Budget Enterprise System (PBES). Previous experience on a CCMD, Field Command, Component, or HHQ staff highly desired Bachelor’s Degree or higher required; experience may substitute for the degree Completion of JPME I is highly desired, and JPME II is preferred
Compensation:
The salary for this position ranges from approximately $100,000 to $120,000 depending on relevant experience and qualifications.
