Complete Description: The IT Portfolio Manager will be responsible for establishing and managing a portfolio of projects and programs to realize Treasury’s organizational strategy and objectives. This individual will also perform continuous analysis and monitoring of portfolio components to identify resource availability, program issues, risks, and opportunities for improvement.The ideal candidate will be an excellent leader and will have experience in overseeing staff of different disciplines to produce results in a timely manner.
Responsibilities• Work collaboratively with internal stakeholders to create a roadmap for future development aligned and prioritized to deliver Treasury’s strategic and business objectives• Establish a suitable governance framework and portfolio structure to deliver the necessary project capability to support delivery of the road map and business objectives • Formulate, organize and monitor resource utilization on inter-connected projects• Coordinate cross-project activities as needed• Develop and control deadlines, budgets and activities• Apply change, risk and resource management• Assess program performance and aim to maximize benefits• Provide coaching and guidance to the portfolio team• Build and manage strong supportive relationships across the organization• Work with PMO and IT resource managers and build resource demand plans showing availability of resource for Treasury’s prioritized list of initiatives • Forecast best case scenarios for resource optimization • Provide bi-weekly status updates from team members informing the respective project managers and resource managers on who worked on what• Facilitate portfolio review meeting with the PMO manager and the BRM management on prioritization of resource at regular intervals• Maintain up to date report on resource availability, capacity requirement for running new projects or assist in understanding the impact of resource availability with upcoming Change requests
Requirements• Proven experience as a portfolio manager • Thorough understanding of project/program management techniques and methods• Excellent Knowledge of change management principles• Excellent knowledge of MS Office; working knowledge of resource scheduling, resource balancing across multiple projects and programs • Excellent problem-solving ability• Strong knowledge of industry practices and performance measurements• Demonstrated project management skills, including ability to prioritize, meet deadlines and follow through on completion of complex high-profile projects• Detail oriented with aptitude to implement quality controls throughout work processes• Excellent communication and interpersonal skills with the ability to interact with all levels of the organization• Ability to work well with minimal direction• Demonstrated problem solving, decision making, and leadership skills required.• Professional qualification in project management • Effective negotiation and persuasion skills• Expert planning and organizational skills• A strong background in portfolio assurance, governance and methodology • Strong knowledge in resource and budget planning • Proficient in using project and portfolio management tools like CA PPM, Changepoint • Solid ability to create reports and documentation • Expert in creating process flows in Visio and other tools • Build maintain and implement IT release calendars• Work cross-functionally to manage IT schedules and financials • Able to organize and lead a team to achieve objectives and targets• Collects, analyzes, summarizes information and trends on resource forecasts Vs actuals • Guide the team in the development of processes, bringing frameworks like Scrum/Kanban, that will enable them to better prioritize incoming work, estimate effort, track progress and perform resource planning.
