Summary You will serve as a Postal Operations Specialist (Postal Advisor) in the Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) of NAVSUP FLC SD GF. Responsibilities You will participate in the training and inspection of unit and conducts briefs to command leadership regarding postal operations. You will review responses of inspected units to ensure proper corrective actions have been taken. You will compose follow-up inspection memorandum when required. Provides detailed inspection results to local command leadership as directed. You will conduct investigations or assists, as appropriate and research irregularities regarding postal funds, mail, and administrative procedures. You will be responsible for ensuring units perform postal missions effectively, efficiently and in accordance with established guidance. You will review/monitor corrective actions taken on previously noted irregularities and deficiencies. You will act as afloat PFO, consolidating and submitting financial records for all assigned ships on a weekly basis. You will resolve any issues with USPS expense reports and provide monthly finance reports to Fleet Postal Officer and NAVSUP N434. Requirements Conditions of Employment Qualifications Your resume must demonstrate one year of specialized Postal Operations Specialist (Postal Advisor) experience equivalent to the next lowest grade (GS-09) or pay band in the Federal Service or equivalent experience in the private or public sector applying a knowledge of both military and USPS postal laws, regulations, policies and procedures to provide fleet afloat and/or ashore postal assistance and guidance, as well as utilizing management principals and qualitative and quantitative techniques to conduct postal advisory and/or inspection services, and analyze and measure the effectiveness, efficiency, and productivity of all postal products and services. Examples of specialized experience include the following: 1) Applying a knowledge of the Department of Defense (DOD) and Navy Official Mail and Cost Control program sufficient to interpret and enforce DOD, Navy, and Naval Supply Support Command (NAVSUP) policy to conform with official mail program requirements; 2) Participate in the administration of the Military Postal System (MPS) Training Program for an assigned region; 3) Participate in the training and/or inspection of units and conducting briefs to command leadership regarding postal operations; 4) Conducting investigations and assisting with researching irregularities regarding postal funds, mail, and administrative procedures and ensuring proper corrective actions have been taken; 5) Assist in developing and recommending actions regarding policy implementation for both operational and administrative training matters; and 6) Developing, maintaining, and continually updating training material used in the execution of the overall postal mission supporting postal activities.
