Position Description
Harvard Medical School (“HMS”) seeks to recruit a full-time Post-Doctoral Research Fellow (“Fellow”). This fellow will primarily support the work of the newly announced (https://www.thelancet.com/journals/langlo/article/PIIS2214-109X(24)00216-X/fulltext) Lancet Global Health Commission on People Centered Care for Universal Health Coverage (“the PCC Commission”). The Fellow will be provided with opportunities to advance their knowledge and understanding of implementation science research, global health and health equity. The Fellow will also have an opportunity to develop their management and leadership capacities through direct supervision of research assistants and other research staff.
The Fellow will join a larger core research and implementation community based at HMS Center for Primary Care (“the Center”), Boston, USA and Harvard University. The Fellow will be academically supervised and mentored by core HMS faculty.
This Post-Doctoral Fellowship training opportunity is at minimum one academic year (12 months), with a possibility for an additional 12-18 month extension, subject to funding availability and completion of academic products. Fellows are fully funded, according to the established training program standards of HMS . For non-US based candidates, J-1 visa sponsorship expenses will also be covered.

The Center for Primary Care was established in 2010 to elevate and build a primary healthcare presence not only on the HMS campus, but among our local, national, and international communities. The Center is committed to uncovering, promoting, and advocating for the best and most efficient ways to deliver high-quality primary healthcare around the world. Woven throughout the Center’s work is nurturing an expansive, global, and engaged network of primary healthcare researchers, providers, policy-makers and other stakeholders, because improving the delivery of primary healthcare is too big a job for just one organization.
The PCC Commission
The PCC Commission, convened by the Program in Global Primary Health Care, aims to address gaps in evidence-based guidance and identify best practices and novel approaches for enabling people-centered care. It will determine how people-centered care can be operationally defined, rigorously measured, and effectively operationalized across a variety of settings and income levels. This includes examining how best to achieve the co-production of health systems and care models through shared partnership and leadership with people with lived experience. The Commission is expected to launch its work on the sidelines of the 2027 UN General Assembly in New York, USA , informing discussions on the post- SDG 2030 agenda.
Role description
The Fellow will work directly to support the Commission by co-designing, conducting, and communicating the PCC Commission’s work through a people-centered implementation science research approach.
The Fellow will have primary responsibility for the deliverables of designated Working Groups, which comprise the PCC Commission’s operational structure. This will require the Fellow to work with Commissioners to co-design the research questions and sub-questions, conduct and/or oversee primary research and secondary research, produce peer-reviewed academic outputs (i.e. manuscripts, chapters) and facilitate meaningful engagement and input from the working group’s Commissioners. It will also include travel to and facilitation of in-person Commission meetings.
Applicants are required to have demonstrated a prior strong foundation of public health research methods (quantitative and qualitative) training and have experience working with a range of collaborators to develop rigorous academic outputs. A strong publication record is essential. They must be familiar with and highly committed to the principles and practices of health equity. Previous training and hands-on experience (or familiarity) with the principles of people-centered care, co-design, and community-based participatory research and engagement are highly desirable.
The Fellow will fill an important role within the PCC Commission’s core research and implementation team, which also includes several research assistants, student/trainee scholars, a project coordinator, a data scientist and the PCC Commissioner co-leads based at the HMS Center for Primary Care. The Fellow will be academically supervised and mentored by core HMS faculty. Fellows are also expected to develop their capacity and leadership skills through the supervision of at least one research assistant and several student/trainee Scholars (see preliminary organizational chart below).
Over the period of the fellowship, the successful candidate will establish rapport with the Commission as well as advance their academic/early career goals in global health delivery and primary health care. The fellowship period will initially be for 12 months from September 2024, with the possibility of extension by 12-18 months subject to funding availability.
Job specifications
Specific tasks and responsibilities associated with the role, and their estimated time contribution, are listed below:
PCC Commission Research Production and Working Group Coordination (70%)
● Coordinate and carry out the core research of the PCC Commission, specifically the deliverables of designated working groups (2 to 3). This includes:
○ Refining the scope and co-designing research questions alongside the Commissioners and core research and implementation team (5%)
○ Synthesizing existing evidence through a series of literature review on the benefits and outcomes of people-centered care, standardized measurement approaches, and existing strategies and models care that are considered people-centered (15%)
○ Co-designing and conducting and/or supervising the implementation of new primary and secondary research intended to refine the definition of people-centered care, measure the status of people-centered across different settings, identify optimal measurement approaches, and examine the effectiveness of improvement strategies (15%);
○ Co-developing evidence-based policy and practice recommendations for operationalizing people-centered care across diverse settings based on the findings of evidence review, primary and secondary research and the perspectives of working group Commissioners and convenings (5%);
○ Writing and editing the chapters associated with their working groups and any other associated written or presentation materials intended to communicate and disseminate the key messages of the PCC Commission (10%)
● Supervise at least one research assistant, student/trainee Scholars and/or data scientist to assist with conducting the core work of the PCC Commission (5%)
● Coordinate meetings of designated working groups of the PCC Commission, with support from the Project Coordinator, which includes developing meeting agendas, facilitating virtual meetings, assigning tasks and deadlines to Commissioners, monitoring progress towards working group objectives, providing updates to other working groups and core research and implementation staff (10%)
● Depending on specific skill-set, may serve as a source of information or technical input on specific research techniques, and train others in the core research and implementation team on specific procedures or operations (5%);
Independent global health research (15%)
● Conduct independent research in an area of professional interest/emerging expertise, which may include leading the development of research manuscripts/publications and presentations for existing and new projects of HMS Center for Primary Care and Program in Global Primary Health Care
Administration and Professional Development (15%)
● Develop a work plan and provide regular updates to managing and academic supervisors on status of work, identifying risks and suggesting additional steps or modifications to ensure timely completion (5%)
● Actively participate in regular teaching sessions (~monthly) with other Fellows and students associated with HMS and its collaborating institutions, including preparation and presentation of content on the PCC Commission as requested (5%)
● Engage in professional development planning, feedback and discussion with academic supervisors to advance professional development, including identifying and undertaking additional training and research opportunities (5%)
Basic Qualifications

● PhD (preferred) or MD
● A strong record of academic achievement and prior peer-reviewed, first author publications
● Clear track record analytic quantitative and qualitative research experience
● Expertise in health equity, public health research and/or policy analysis, and health system design and/or service delivery

● Experience in co-design, community engagement and participatory research is strongly preferred
● Experience working collaboratively with academic, government, non-governmental and community-based organizations, is strongly preferred
● Excellent interpersonal, verbal, and organizational skills; strong follow-up and information sharing skills
● Able to communicate effectively and professionally in writing and orally with a wide range of people
● Respect for diversity of cultural perspectives and diverse styles of work and communication
● Able to work proactively and independently on many tasks with minimal supervision and to multiple deadlines
Special Instructions
Assuring efficiency and efficacy
The Fellows will report directly to the Director of Research at the Center for Primary Care (or a delegate), but also receive substantial academic and technical supervision and support from core Harvard Faculty. A work plan and regular cadence of check in meetings and project management processes will be co-developed with the successful candidates at the outset.
