PPSO Counselor

The Personal Property Shipping Office Counselor shall provide counseling/briefings to all military members, authorized DoD/Federal civilian members, Family members, BLUEBARK and GOLD STAR members on personal property entitlements and responsibilities. The PPSO Counselor must be able to communicate with executive, administrative, and line management personnel to gather or convey relevant information and able to resolve and advise members/employee on entitlements associated with shipping personal property. Responsibilities This position description is subject to change at any time as needed to meet the requirements of the program or company. MAJOR JOB ACTIVITIES: Prepare and process documentation to initiate and schedule personal property shipments, to include personally procured move (PPM) Monitor emails, and The TSP Request Que. Perform onsite briefings to General Officers for their movements. Assisting with cancellations, changes, or diversions of shipments and answering customer questions and inquiries Provide system assistance to customers using DPS self‐counseling module Provide specialized, expedited assistance to customers who receive short notice, emergency movement directives or who because of distance cannot return for additional processing Provide dedicated, special service to shipments of personal property for deceased service members or their dependents (BLUEBARK) Notify the Government Quality Assurance (QA) section of any move that requires special attention (i.e., personal safety or BLUEBARK shipments). Assist with cancellations, changes, or diversions of shipments that require rescheduling with Transportation Service Provider (TSP) Coduct mass and deskside briefings on entitlements associated with shipping personal property. Coordinate special HHG and POV storage for personnel who are deployed. Job duties and responsibilities may change due to contractual requirements. MATERIAL & EQUIPMENT DIRECTLY USED: Computer, Phone, and basic office materials. WORKING ENVIRONMENT: Function in an office environment in a stationary position approximately 95 percent of the time or more. Employee use of Personal Protective Equipment (PPE) is required in certain areas to include, face mask covering the mouth, and nose. PHYSICAL ACTIVITIES: Drive a GSA vehicle Must be able to lift at least 50 pounds Perform other duties as required that may involve working overtime, weekends, flexible hours and holidays. Qualifications MINIMUM QUALIFICATIONS: EDUCATION/CERTIFICATIONS: Associate’s / Technical Degree, or One (1) year documented experience in providing counseling/ briefings in relation to personal property entitlements and responsibilities. Preferred knowledge and working proficiently of the following: Joint Travel Regulation (JTR), Defense Transportation Regulation DoD 4500.9‐R (DTR) Part IV, HQDA Personnel Policy Guidance (PPG) under Contingency Operations Provisions Must possess the appropriate verbal and written communications skills to conduct meetings, execute plans, and prepare reports, plans and working instructions. Ability to work independently or in a team-based, highly collaborative environment. Must have a valid State Driver’s License with no restrictions. Must be able to obtain and maintain a Common Access Card (CAC). Must be able to provide proof of U.S. Citizenship, such as a birth certificate or a U.S. Passport. Must be able to maintain driving privileges aboard the Fort Liberty Installation. SKILLS & EXPERIENCE: Experience in multiple facets of the Defense Personal Property Program (DP3), including personal. Experience in personal property shipping/storage, either government or commercial industry, is required to include methods/techniques used to protect personal property. Knowledge of the Joint Travel Regulation (JTR), and Defense Transportation Regulation (DTR) is required. Customer service experience is required. Six months administrative background within an office setting (multi-functional work environment).
