PPV QUALITY SUPPORT ASSURANCE SPECIALIST

Responsibilities You will serve as a PPV Quality Assurance Specialist (QAS) and will monitor, analyze and/or evaluate work order performance, including analyzing metrics regarding PPV maintenance and upkeep to determine areas of weakness and overall trends. You will interpret and apply industry and PPV program-wide trends and initiatives to recommend specific actions, strategies and or metrics resulting in measurable and actionable outcomes. You will evaluate, analyze, and validate performance indicators for public private venture (PPV) projects, including financial and real property management reporting. You will monitor performance of technical services performed by the private partners and their vendors. You will assess compliance with contractual agreements with regard to the upkeep, maintenance and improvement of the physical assets including evaluating long-term sustainment of assets. You will review current data and trends in work order performance utilizing property management software reports, including engaging with private property managers and government housing representatives, and providing findings to Navy team. You will build and maintain effective working relationship with all levels of leadership within the NAVFAC organization, Supported Commands and PPV Partners as it relates to effectively executing the QAS job role. You will use computers and application software; familiarity with MS Office Suite, Yardi, Real Page, One Site or other property management software a plus. You will conduct on-site evaluations to verify identified data and trends of PPV Property Management. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Ensuring an organization follows established policies, codes, regulations, and requirements for the planning, programming, budgeting, and execution of Public Private Venture (PPV) projects; 2) Build and maintain working relationships with other professionals through effective communication to solve PPV issues and challenges involving real estate, community planning, land development, architecture, facilities engineering, construction management, and housing management; 3) Interpreting and making recommendations for enforcement and amendments to portions of PPV Business Agreements; and 4) Developing and executing Quality Assurance and Performance Assessment Plans and reports. 5) Ability to interpret and apply industry and PPV program-wide trends and initiatives to recommend specific actions, strategies and or metrics resulting in measurable and actionable outcomes 6) Ability to review, evaluate and make recommendations related work performed regarding facilities maintenance, construction trades and industry best practices 7) Ability to effectively summarize findings utilizing appropriate resources and programs in brief, narrative, list, table, chart or graph form.
