Summary This position is located in the Preservation Services Section, National Audio-Visual Conservation Center, Researcher and Collections Services, with a duty station of the Packard Campus, Culpeper, Virginia. The position description number for this position is 461300. This is a supervisory, non-bargaining unit position. The salary range indicated reflects the locality pay adjustment for the Washington, D.C., Metropolitan area. Responsibilities The Preservation Services Section Head (PSSH) is responsible for program planning and management for preservation services, overseeing the preservation activities of the laboratories, supervising, and managing their staff, and serving as a liaison on behalf of the Division. The incumbent may serve in the absence of the Chief or the Assistant Chief and assume full responsibility of the National Audio-Visual Conservation Center (NAVCC) and of that position. The Section Head is responsible for the management and direction of the Section and Units (laboratories), and establishes priorities, directs the work activities of Section staff (government, grant-funded and/or contract), and manages the technical and financial resources allocated to the Section to achieve its goals. The incumbent oversees preservation activities for a wide range of audio-visual formats in support of the Library’s mission. This position collaborates with colleagues within and beyond the Library to exchange industry knowledge and contribute to community standards and best practices for audio-visual preservation. The Section Head also serves as a member of the NAVCC management team, which includes planning, implementation, and on-going operations. Assesses program effectiveness and recommends improvement of complex programs and systems encompassing diverse functions or issues that affect core NAVCC programs. Accomplished in long-range planning, recommends, and participates in developing strategies for implementing planning for major programs. Recommends short and long-range goals of the organization, develops detailed plans, methods, and approaches for accomplishing them, and oversees implementation and monitors goals. Determines if adjustments or changes in objectives or emphasis are needed in organization functions. Recommends organizational or process changes. Conducts comprehensive evaluations and studies of ongoing functions to ensure that the organization meets its stated goals and identifies areas where operational efficiency can be enhanced. Performs detailed analysis of complex functions and processes related to program planning and management. Oversees the operations and activities of the Audio Preservation Laboratory, Film Preservation Laboratory, Video Preservation Laboratory, observing Library policies and following standard workflows. Oversees the regular review and revision of internal procedures for laboratory staff, maintaining an awareness of changes and ensuring compliance with Library policies and local and federal regulations. Plans, coordinates, and prioritizes activities in consultation with laboratory supervisors and other NAVCC section heads in support of achieving Library and NAVCC-specific goals and objectives. Supervises a group of employees performing work at the GS-13 level or below. Manages subordinate preservation units under the supervision of others. Provides direction, inspiration, and guidance that nurture the strengths and talents relative to the staff supervised. Leads with a clearly articulated vision, ensuring that staff in the section understand how their individual efforts contribute to the mission and goals of the NAVCC and the Library. Ensures frequent communication between supervisors and staff to support an organizational culture of learning and teamwork. Communicates clearly, concisely, and tactfully, listens attentively and patiently, enables sharing valuable information, asking intelligent and relevant questions, soliciting input and ideas, and clarifying misunderstandings. Serves as a principal liaison and a spokesperson for NAVCC on matters related to preservation services, including the application of technical expertise in analog and digital preservation and restoration procedures and equipment. Represents NAVCC, as part of the national library, in discussions and initiatives related to preservation services and planning. Informs stakeholders of changes in organizational programs and operations, conducting briefings on major program changes. Advises on preservation practices and plans, and exchanges industry knowledge with relevant stakeholders and collaborators, within and beyond the Library of Congress, contributing to community standards and best practices for audio-visual preservation.
