THE WORK
This dynamic and highly visible leadership position is to manage a Pricing and Estimating Strategy (PES) team within the IWSS PES organization directly reporting to Sr. Manager of IWSS PES with strong dotted line responsibilities to the RSS Market Segment Finance Director.
The RSS portfolio represents ~1/3rd of the IWSS portfolio throughput with its primary base of operations in Syracuse, NY and extended program responsibilities coordinated through the Moorestown, NJ facilities.
The position values a candidate who is a self-starter and can effectively organize and prioritize multiple tasks.
Candidates should possess strong leadership aptitude, have experience interfacing with all levels of senior leadership and be effective communicators across all organizational echelons with strong presentation skills.
The core responsibility of this position is leading a team of Proposal Analysts in the engagement and collaboration with proposal and capture management teams across the RSS market segment to effectively shape, develop, prepare, review and submit both domestic and international cost / price proposals which align with current business strategies.
In the leadership capacity the position will continue to
develop & maintain team proficiency to effectively:
• Engage as the focal point for consolidating and assessing cost estimates, ensuring compliance with federal regulations (FAR), RMS Estimating Practices and company financial commitments.
• Participate in risk assessments related to functional estimates, unique customer requirements and Terms & Conditions in order to provide insight to potential effects on financial returns.
• Involvement as an important and active stakeholder in the coordination and development of executive briefings and EPP presentations for key captures.
• Provide highly effective customer service to Capture / Program Management as well as the external customer as needed.
• As required will support internal and external audit requirements as well as provide financial leadership and guidance to contract negotiations teams.
As a member of the IWSS PES Leadership team:
• Partnering with peer leaders in coordinating of workflow across market segments to effectively leverage IWSS Pricing and optimize development opportunities.
• Contributing to the ongoing shaping and evolution of common pricing policy, procedures, processes and systems across IWSS and with RMS guidance.
• Supporting initiatives and potentially leading special projects related to the advancement of continuous improvement / Business Excellence

Basic Qualifications:

A proven track record of success in leading projects and independent work teams which may expand and include distributed and virtual dynamics
An effective communicator both written and verbally, and horizontally, vertically and laterally, with strong presentation abilities.
Excel, Power Point, Word are a must, Pro-Pricer, GenBoE are a plus.
Desired Skills:
Operational experience with Cost Estimating & Pricing techniques, practices and policy
Working knowledge of RMS F&BO, Sourcing & Material Cost Estimating policies as well as FAR and Government Compliance
Proficient in the Cost Volume development & management process
Commercial and/or International contracting experience
Experience with alternative / service rate and business structures to develop winning proposals
Understanding of program finance and execution
Security Clearance Statement: This position requires a government security clearance, you must be a US Citizen for consideration.

Schedule for this Position: 4x10 hour day, 3 days off per week
Pay Rate:
The annual base salary range for this position in California and New York (excluding most major metropolitan areas), Colorado, Hawaii, Maryland, Washington or Washington DC is $102,000 - $195,500. For states not referenced above, the salary range for this position will reflect the candidate’s final work location. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.
