MITRE’s Research and Advanced Capabilities Development Department, in the Office of Secretary of Defense Division is seeking an experienced strategic policy subject matter expert to support data-driven policy and emerging technical workforce guidance in support of a broad set of existing sponsors in the OUSD R&E, with its missions in  Science and Technology, joint operations, prototyping, experimentation, and rapid transition, closely collaborating with the Armed Services, the Joint Staff, and the Combatant Commands on emerging technology.

Roles & Responsibilities:

This position is for a Principal Federal Talent Management and Policy Strategist defining strategy for technical talent management for the federal workforce, work shaping of MITRE’s projects, and sponsor engagement. This role involves analysis of national defense strategies and federal workforce strategies, supporting programs with allies and partners and leading teams to successful outcomes.Responsibilities include:Work with the Project Leads, MITRE OSD Program Leadership, and USD (R&E) government leadership to shape the MITRE work program and customer strategy.Maintain a thorough understanding of the customer's mission, environment and critical challenges and align MITRE tasks and capabilities to support their most critical outcomes.Assist in identifying, improving the quality of, and ensuring the delivery of data-driven technical products in partnership with the individual task leads to support achievement of critical customer goals and outcomes.Assisting sponsors across OSD with strategic analysis of future concepts and assessing trends to support defense and federal workforce planning and investments.Producing data-driven reports, recommendations and products to inform decisions by senior DoD customers.Working across government agencies to align stakeholder needs and achieve impactful outcomes in national security, research and development, and international cooperation.

Basic Qualifications:

Typically, requires a minimum of 10 years of related experience with a Bachelor’s degree; or 8 years and a Master’s degree; or a PhD and 5 years’ experience; or equivalent combination of related education and work experience.Candidates must have a demonstrated/proven ability to provide objective solutions and recommendations that directly address customer challenges and prioritiesPrior leadership or principal investigator experienceStrong written and verbal communication skillsActive Top Secret Clearance with ability to obtain and maintain a TS/SCIThis position requires a minimum of 50% hybrid on-site

Preferred Qualifications:

Ability to build and maintain trusted advisor relationships with customers and key stakeholdersCandidates must have expertise and experience in at least one of the following areas:Federal Workforce StrategyApplied EconomicsPolicyArtificial IntelligenceNet AssessmentExperience with National Defense Strategy Development, including military, workforce, economic and political understanding to inform investments, priorities and decisions.Demonstrated impactful leadership of teamsExperience working with high-level DoD officialsActive TS/SCI clearance
