The Principal Inspector performs more difficult compliance activities. Examples of Duties + Review the work of a moderately large group of employees who check for and enforce compliance with litter, refuse, waste receptacle, weed, and rodent control ordinances including spot checks of subordinates' field work. + Review or alter work routes and assignments as required and assign any special investigations. + Provide information, present, and demonstrate to the public on collection services and nuisance ordinances or control measures related to litter, refuse, waste receptacles, weeds, and rodent control. + Ensure proper charges are made for the removal of large quantities of waste material. + Assist in the supervision of a small office staff. + Respond to inquiries and complaints from the public and other sources. + Review reports, violation notices, and court orders. + Resolve the more difficult or unusual problems. + Assist in devising methods of standardizing procedures and records, and instruct subordinates on any changes. + Approve type and location of additional refuse receptacles. + Make recommendations and reports regarding specific situations, unit operations and ordinance alterations. + Draft form letters and other written publicity or contact material. + Liaison with other divisions, departments or outside agencies including but not limited to coordinating with district managers and sitting on committees. + Represent the City as a witness in court cases. + Cooperate with the efforts of public and private agencies, groups and programs concerned with environmental health or appearance. + Monitor employee attendance and work performance, and issue corrective disciplinary action as necessary, + Assist in other personnel matters. Minimum Qualifications + High School Diploma or G.E.D. + Two (2) years of experience in the application and enforcement of litter, refuse, waste receptacle, weed and rodent control ordinances, and + One (1) year in a supervisory capacity. LICENSE, CERTIFICATION AND OTHER SPECIAL REQUIREMENTS + Valid State of Michigan Operator license is required. + Valid State of Michigan Class 7D or 7C Pesticide Applicator's license is required. EQUIVALENCY + Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities will be evaluated on an individual basis. SUPERVISORY CONTROLS + This job reports directly to the Supervisor of Environmental Control. + Work is assigned from requests and complaints received by the public through an online portal, phone calls, and emails as well as from the Director's office. + The Principal Inspector then determines priorities and delegates or assigns work to subordinate Inspectors. GUIDELINES + Established guidelines, standards, and policies are used to perform this job including standards for pest control, City codes regarding property maintenance and solid waste, and department policies. + The individual at times will interpret these guidelines, standards, and policies. COMPLEXITY + This job must be able to see the whole picture when assessing the current assignments and duties, and how they are distributed to the subordinate Inspectors. + There will be times of competing priorities in which the Principal Inspector will need to determine whether to reassign Inspectors to different projects in order to meet the overall needs of the department. SCOPE AND EFFECT + The purpose of the work is to ensure that all City codes outlined in Chapter 9 (Property Maintenance) and Chapter 22 (Solid Waste) are properly enforced in order to establish and maintain a happy and safe environment for all residents. PERSONAL CONTACTS + Personal contacts consist of employees within the department and in other City departments, the Detroit Land Bank, residents, property owners, other community members, lawyers, and court officers. PURPOSE OF CONTACTS + The purpose of these contacts is to enforce and inform the community of City codes regarding Property Maintenance and Solid Waste. PHYSICAL DEMANDS + This position requires the individual to sit for long periods of time using a computer and phone. + Some site visits will be made to privately owned properties in which the individual must be able to perform detailed observations on and around the property. + This may require walking, standing, and kneeling. WORK ENVIRONMENT + This job requires some site visits to properties involving work outdoors in all weather conditions. + The majority of the work is performed within an office environment, either at a desk, or in court.
