Summary This PRINCIPAL SARC is located at the Joint Force Headquarters-State (JFHQ-ST), Office of The Adjutant General (TAG) in a Non-IRC Funded position and is part of the CA CHQC Joint Staff. Responsibilities THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION The primary purpose of the PRINCIPAL SARC, GS-0101-13, is to serve as the primary advisor for directing and coordinating Sexual Assault Prevention and Response (SAPR) activities at the state level. The Supervisory Principal SARC is supervised by The Adjutant General (TAG), or 1st GO at JFHQ with the Higher-Level Reviewer being TAG. Program and case management functions are evaluated by the SAPR Program Specialist at National Guard Bureau. This position has direct and unimpeded access to TAG and all other National Guard Commanders in the state, to include the immediate Commander of both the victim and the accused. This position directly supervises and evaluates activities carried out by the SARCs and SAPR Victim Advocates (VAs). No personnel, civilian or military, can perform the function of this role unless delegated. This position may perform case management functions to support a temporary surge or vacancy, in coordination with the SAPR Program Specialist. Manage and oversee planning, implementation, and evaluation of all SAPR activities at the state level; adapt SAPR activities according to state risk and protective factors; and set strategic goals to align to organizational level policy and SAPR mission. Formulate state SAPR program objectives and priorities and implement plans consistent with the long-term interest of the state. Provide expert advice on trauma-informed practices; cultural competence; and ethical considerations and guidance to address complex cases, ethical dilemmas, and challenging situations. Assess, identify, and advocate for adequate staffing, budgetary resources, and technological tools to support the SAPR program; conduct regular assessments of workload and caseload to ensure equitable distribution; and allocate resources based on the evolving needs of SAPR personnel and the victims served. Collaborate and maintain liaison with key internal and external military and civilian stakeholders to include Equal Opportunity, Victim Witness Assistance Program, Integrated Primary Prevention Workforce, health care providers, behavioral health care, medical care, Special Victims' Counsel, Chaplains, law enforcement, legal professionals (to include Judge Advocates and SVCs) and community partners to improve SAPR response; implement the No Wrong Door policy; build strategic relationships; confirm warm handoffs; and identify challenges or solutions with the goal of ensuring victims are not denied or inappropriately delayed in getting care or advocacy. Collaborate and coordinate with other SARW professionals to ensure successful and timely case transfers through active communication between states, participation in meetings with SARCs and Commanders, and successful transfer of DSAID case. Develop and collaborate with relevant stakeholders on SAPR public awareness campaigns, including planning local events for Sexual Assault Awareness and Prevention Month; representing the SAPR program in community outreach efforts as a subject matter expert; and ensuring that outreach efforts align with the SAPR program's strategic goals. Advise state leadership on the development of Memoranda of Understanding or Memoranda of Agreement related to SAPR within the state, as necessary, to maximize cooperation, reciprocal reporting of sexual assault information, and consultation regarding jurisdiction for the prosecution of service members involved in sexual assault. Supervise all National Guard SARCs and SAPR VAs within the state. This includes making a full range of independent personnel decisions, assigning tasks, setting performance expectations, and evaluating/rating personnel performance. SARCs serve as team leads for SAPR VA teams. Task SARCs and SAPR VAs with SAPR duties, provide technical expertise and oversight, and collaborate with rating official on performance feedback. Define program objectives, administratively and technically direct the work of SARCs and SAPR VAs and offer guidance regarding performance. The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force. May make additional selections within 90 days of eligible(s) issuance. Requirements Conditions of Employment Participation in direct deposit is mandatory. May be required to successfully complete a probationary period. U.S. citizenship is required. Federal employment suitability as determined by a background investigation. Must maintain proper security clearance. Within six (6) months of appointment, must graduate from required SAPR training courses and be awarded the DoD Sexual Assault Advocate Certificate. An active D-SAACP certification must be maintained for this position. Incumbent must maintain an active D-SAACP certification in accordance with (IAW) Section 584 of Public Law 112-81 and DoD Instruction (DoDI) 6495.03 as a condition of employment. In the event that D-SAACP certification expires, is suspended or is revoked, the individual is not authorized to serve in any SAPR position or perform SAPR duties until D-SAACP certification is reinstated. Failure to maintain certification may result in disciplinary and/or adverse action up to removal from federal service. Incumbent must be able to work other than normal duty hours, to include evenings, weekends, and holidays, on an on-call or rotational basis. The on-call or rotational status requires that SAPR VA work hours could vary, to include a requirement to be available 24/7, to respond to calls received via the helpline, from military or civilian law enforcement or from the military treatment facility or local hospital. This position may require temporary duty (TDY) business travel up to 25% of the time. Must possess a valid driver's license and have the ability to operate a motor vehicle should the need arise to operate a government vehicle/motor pool vehicle. May require travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments. This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment. Note: The caveat is that the states, territories, and the district cannot drug test until a drug free workplace policy has been established and approved by the United States Department of Health and Human Services. Security Clearance: at a minimum a National Agency Check is required prior to position assignment. Qualifications PRINCIPAL SARC, GS-0101-13: Must have at least one year of specialized experience, equivalent to at least the GS-12 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by: experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and developing plans to facilitate the availability and effective utilization of various social science resources; Knowledge of the organization and its mission and the organizational staff procedures; Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions; Experience in managing the function of the work to be performed; Experience which includes leading, directing and assigning work of personnel.
