Department Summary:
The Transportation Infrastructure Evolution (P212) department specializes in enhancing the National Airspace System (NAS) operations by leveraging its extensive expertise in avionics, wireless communications, navigation systems, and surveillance applications. The department aims to be the leading resource for avionics capabilities and focuses on developing advanced concepts for communication, navigation, and surveillance (CNS) evolution, simulating system interactions for improved air traffic management and resilience planning and establishing standards for emerging technologies and solutions for aviation new entrants, such as uncrewed aircraft systems (UAS) and advanced air mobility (AAM) users. Through strategic forecasting, modeling & simulation, proof-of-concepts, and outreach, P212 positions itself as a leader in advancing aviation infrastructure and safety.
Roles & Responsibilities:
Lead complex technical efforts related to Electromagnetic Spectrum (EMS) repurposing, sharing, interference assessment, prediction, and mitigation, and wireless systems performance over government and commercial networksServe as a trusted technical advisor to senior Government leaders, providing unbiased technical advice and recommendations.Provide technical inputs on policy and guidance development, related to effective and efficient use of spectrum by government.Execute analyses and studies directed by the White House, Congress, and Agencies focused on electromagnetic spectrum and wireless communications.Lead or participate in inter-agency forums.Engage with stakeholders to analyze operational requirements and apply technology solutions to enhance communications and networking.Provide strategic oversight, managing concurrent work programs and synchronizing work products across tasks and organizations.Basic Qualifications:
Typically requires a minimum of 10 years of related experience with a Bachelor’s degree; or 7 years and a Master’s degree; or a PhD with 4 years’ experience in Electrical Engineering, Computer Engineering, Computer Science, or related fields; or equivalent combination of related education and work experience. A thorough understanding of commercial wireless technologies such as 5G, satellite communication networks, including architectures, core and radio access network, and standards specifications & development process.Good understanding of government-owned spectrum-based systems such as communications, navigation and surveillance systemsExperience in analyzing spectrum policy and regulations, and develop strategies related to spectrum management and emerging wireless technologiesDemonstrated experience in cellular networks design and optimization, including Radio-Frequency (RF) engineering, spectrum engineering, interference assessment, prediction, analysis and mitigation.Strong systems engineering skills and familiarity with spectrum sharing regulations.Extensive experience working with senior government leaders.Demonstrated ability to lead teams and deliver customer products.Ability to obtain security clearance.Proficiency in system engineering principles and communications systems.This position requires a minimum of 50% hybrid on-site.Preferred Qualifications:
10 years experience in wireless networks Research and Development (R&D) or Engineering.Master’s degree in Electrical Engineering, Physics, or related discipline.Strong understanding of regulation/policy interworking with technology development.Experience in EMS strategic working groups and spectrum regulatory mechanisms.Solid knowledge and working experience in the areas of RF communications, advanced antenna technologies, network engineering, and hands-on wireless engineering, including testing, Key Performance Indicators assessment, and experimentation.Technical understanding of mechanisms and trade-offs of key 5G capabilities such as massive MIMO, beamforming, network slicing, operations in new spectrum bands, Radio Access Network (RAN) architectures, Open-RAN architectures, Radio Intelligent Controller (RIC), multi-access edge computing (MEC).Familiarity with spectrum sharing techniques including Dynamic Spectrum Sharing (DSS), including real-life examples such as Citizens Broadband Radio Service (CBRS) and innovations such as distributed .Knowledge of key technologies and requirements related to spectrum use and performance of communications, navigation, and surveillance systems applied to safety of civil aviation.Knowledge of technologies and connectivity requirements related to new entrants in civil aviation domain, including but not limited Uncrewed Aerial Systems (UAS) and Advanced Air Mobility (AAM)This requisition requires the candidate to have a minimum of the following clearance(s):
