Utility Partnerships & Innovation (UPI) is responsible for the creation of transformative, scalable solutions to interlocking utility challenges through the development of third-party partnerships and the deployment of new technology that directly accelerates PG&E’s long-term strategy. The Electrification & Decarbonization team within UP&I is focused on the development, creation, and implementation of transformative, scalable solutions to drive the vehicle and building electric transition. This includes regulatory, strategy development, stakeholder outreach, and program design, development, management and implementation of various infrastructure, customer incentives, rates, and future programs.

Position Summary
PG&E’s Building Electrification & Efficiency Strategy (BE&ES) team is tasked with iterating and executing on PG&E’s strategy that recognizes building electrification as one of the least cost ways for PG&E to achieve a net zero energy system by 2040 – five years ahead of California’s carbon neutrality goal. Achieving this goal will require a holistic plan for PG&E to electrify buildings that supports our customers, manages energy affordability, and meets our climate goals.
To execute on this strategy, the BE&ES team will focus on these strategic workstreams:
Build: reimagining how we build and plan for integrated electric and gas systems to support building electrification at scale, Create: creating a repeatable and scalable pathway to enable widespread electrification via partnerships and policy advocacy, Invest: investing in sustainable funding approaches that can benefit all customers to enable PG&E and California’s vision of an equitable, affordable, decarbonized, and resilient state, Serve: working to serve the electrification customer experience in a way that inspires joy and builds trust; and, Deploy: strategizing how we can enable and deploy interoperable pro-electrification technologies at scale.
This role will lead the Create and Invest workstreams, focusing on creating sustainable regulatory and financial pathways to enable widespread building electrification, while supporting customers’ energy affordability and the state’s decarbonization goals. The successful candidate will work cross-functionally with internal teams to identify solutions that can support PG&E’s focus on affordability for all customers through beneficial load growth and putting downward pressure on rates. The role will also be our external spokesperson working with industry stakeholders to gather BE data and regulatory stakeholders to develop long-term policy solutions that enable widespread building electrification, and a managed transition of our gas system. We are looking for an innovative, problem solver that will be able to navigate both internal and external stakeholders building consensus and developing novel solutions to challenges.
This position is hybrid, working from your remote office and your assigned work location based on business need. The preferred work location is Oakland, CA.
PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although we estimate the successful candidate hired into this role will be placed between the entry point and the middle of the range, the decision will be made on a case-by-case basis related to these factors. This job is also eligible to participate in PG&E’s discretionary incentive compensation programs.
A reasonable salary range is:
Bay Area Minimum: $136,000
Bay Area Maximum: $232,000
Job Responsibilities
Create a repeatable and scalable pathway to enable widespread electrification via partnerships and policy advocacy
Serve as a key subject matter expert within PG&E for building electrification, driving the design, development, and advocacy of PG&E’s policy and regulatory positions on building electrification Engage in key regulatory proceedings at the California Public Utilities Commission (CPUC), including leading PG&E’s responses in the Building Decarbonization Order Instituting Rulemaking (OIR) Serve as the primary point of contact for building electrification strategy and policy for other regulatory proceedings that may impact the advancement of building electrification, including but not limited to the Gas System Planning OIR, and the High-DER OIR. Support drafting and reviewing of PG&E’s comments. Interact and partner with key regulatory agencies, including the CPUC, the California Energy Commission (CEC), California Air Resources Board (CARB), Air Quality Management Districts (AQMDs), industry stakeholders, and internal teams to influence key decision makers and policy direction that advance building electrification. Serve as a primary point of contact and liaison with PG&E’s Federal/State/Local Government Relations and Affairs teams on legislative bills and priorities related to building electrification.Invest in sustainable funding approaches that can benefit all customers to enable PG&E and California’s vision of an equitable, affordable, decarbonized, and resilient state
Work with external stakeholders and internal teams, including financial planning and analysis teams, accounting, regulatory affairs, and others, to develop and execute a strategy for a sustainable financial pathway to address the funding gap to achieve the scale and pace of building electrification needed to meet the state’s decarbonization goals by 2045 and PG&E’s net zero carbon goal by 2040, in a way that balances customers’ energy affordability and is aligned with PG&E’s enterprise strategies

Lead one or more, and provide significant contribution to, PG&E-wide work streams, acting as a thought leader and applying extensive unique subject matter expertise in the development of the strategy or resolution of complex issues Provide supporting technical quantitative and qualitative analysis to support the design, test and evaluation of strategies Represent the company at regulatory proceedings, industry forums and events to communicate our BE strategy and advocate for innovative BE solutions Develops executive and Board level materials and presents findings and recommendations to senior leaders to gain agreement Works with senior management to drive strategic planning and decision making
Qualifications
Minimum:
Bachelor’s degree in Economics, Statistics, Mathematics, Business, Finance, Sociology, Policy, Engineering, Physics, or other related fields or equivalent work experience Job-related experience, 8 years
Desired:
Advanced degree in engineering, public policy, business administration, or environmental science/energy or similar degrees Experience in a regulated environment Subject matter expertise in building electrification
