Principal Technical Program Manager

Overview:  The Principal Technical Program Manager (P-TPM) works closely with the Director, Technology Program Management Office (TPgMO) to facilitate decisions necessary for technical program delivery.  The technical designation allows them to identify interdependencies between multiple programs and strategic initiatives. This role will provide operational and strategic program management direction and leadership for their Sr. Leadership Team, Sr. Business Leader stakeholders, and potentially more junior Technical Program Managers. They also have the additional responsibilities of facilitating, understanding, and contributing to technical discussions with those in a technical discipline such as Engineering, Software Development, Information Technology, Networking, Security, etc.  While not an Engineer, they must be able to understand at a higher level than a Program Manager to be able to ask the appropriate questions to assess potential risks, tradeoffs, timelines, etc.  They must also be able to define, collect, and interpret metrics and data in a self-service fashion. They must be able to connect random dots of technical nature into a coherent picture.  They must be able to deal with a lot of ambiguity to move programs, under their purview, forward. They must be able to look around corners to assess what may be coming and push to have plans in place to mitigate risks and potential negative impacts to the program(s).  They must be able to dive deep into details to be able to provide guidance into programs. Principal Technical Program Managers must also be able to take a leadership role in identifying, establishing and fostering critical relationships with internal stakeholders, subject matter experts (SMEs) and other key resources while serving as a role model through their behavior and practices such as effective cross team collaboration via Sr. Business Leaders. Additionally, the Principal Technical Program Manager represents the TPgMO in selected cross-functional or enterprise-wide programs as well as regularly provides individual program and overall program status updates to Sr. and Executive Leadership.

 Duties and Responsibilities:

Take ownership of and accountability for managing, defining, and building out the specifications, action plans, and timelines of assigned programs and initiatives. Serve as the primary point of contact for all internal and external stakeholders and own the delivery of concise, quality communication with this audience. Create and maintain relationships with relevant individuals, teams, and organizations while designing and implementing a strategy to achieve program outcomes.  Work closely with internal stakeholders to establish and/or design tailored engagement and communication strategies to achieve desired participation, activation, or utilization. Leverage technical domain knowledge, applicable metrics, and competitive market intelligence to drive strategies, educate and influence key internal stakeholders on technical program activities and outcomes. Own the creation and implementation of a communication strategy suitable for different stakeholders and audiences including executive level updates. Effectively demonstrate and role model a mindset of ownership and accountability that translates into large scale and consistent technical program delivery, flawless execution, and strong partnerships as well as reliable return on investment. Lead and direct internal or external event planning, including coordination of logistics, preparation, and review of presentations, development, and sourcing of collateral, etc. Proactively stay up to date on trends and developments related to domain, providing ideas and information to leadership and other stakeholders regarding best practices and trends.  Serve as the primary point of contact (POC) for the TPgMO by developing, coordinating, and reviewing reporting and communications to all internal and external stakeholders to the TPgMO. Take ownership of driving continuous improvement in business processes and tools to enable rapid growth and scale. Identify tools and processes and eliminate low value tasks, align multiple rhythms, consolidate required inputs into reduced deliverables with commonality. Partner with cross functional teams to build productive relationships as the accountable resource and Subject Matter Expert. Partner and collaborate closely with other Technical Program Managers or SMEs to ensure consistency in technical program scoping, planning, and execution, providing support and guidance as needed. Identify and support opportunities to tailor Inovalon processes to optimize program scale, transparency, and results for strategic programs. Track and manage the budget for initiatives and programs inclusive of payments and reimbursements in compliance with Inovalon policies.  Serve as a lead on Sr. Leadership selected technical marketing initiatives. Lead and participate in continuous improvement initiatives and special projects, collaborating with leadership and other cross-functional colleagues as appropriate.  Maintain compliance with Inovalon’s policies, procedures, and mission statement. Adhere to all confidentiality and HIPAA requirements as outlined within Inovalon’s Operating Policies and Procedures in all ways and at all times with respect to any aspect of the data handled or services rendered in the undertaking of the position. Fulfill those responsibilities and/or duties that may be reasonably provided by Inovalon for the purpose of achieving operational and financial success of the Employer.

Job Requirements:

Minimum 7 years’ experience in program management inclusive of technical project and program management experience with experience in large, complex technical projects and programs as well as management of distributed technical project and program resource teams, preferably developing and managing complex, enterprise scale programs. Minimum 7 years’ experience in the tech industry working with Engineering or technical teams such as Engineering, Software Development, Information Technology, Networking, Security, etc. Demonstrated experience leading cross-functional technical teams. Understanding of the strategic and operational issues of the program or business. Ability to mentor/develop program managers in program management methodologies and their application. Liaison and consultative skills; negotiating skills within a context of high political sensitivity and conflicting interests. Experience delivering professional presentations, especially to senior and executive leaders. Ability to advise on complex matters to non-specialists. Demonstrated ability in managing internal and external client expectations on program requirements and deliverables. Highly developed business acumen. Skilled at requirements analysis and management. Strong writing, mentoring, negotiation, communication, and meeting facilitation skills; ability to utilize a combination of formal authority and persuasion skill sets. Strong integration skills; ability to coordinate all aspects of a program. Strong leadership, organizational, and interpersonal skills.

Education:

A Bachelor’s degree in a technical discipline or minimum 7 years in technical program management work experience can be substituted.

Physical Demands and Work Environment:

Sedentary work (i.e., sitting for long periods of time). Frequently or constantly to lift, carry push, pull or otherwise move objects and repetitive motions. Subject to inside environmental conditions.

The actual base pay offered may vary depending on multiple factors including, but not limited to, job-related knowledge/skills, experience, business needs, geographical location, and internal equity.  At Inovalon, it is not typical for an individual to be hired at or near the top end of the range for their role, and compensation decisions are dependent upon the facts and circumstances of each position and candidate.

Base Compensation Range$128,600—$130,000 USD
