Printing Services Specialist

This position is part of the Office of Congressional Publishing Services (CPS), Government Publishing Office in Washington, District of Columbia. Responsibilities Serving as a Government Publishing Office (GPO) liaison with congressional staff, committees, and support organizations for the daily coordination and scheduling of congressional products. Ensuring that work is delivered to Congress in time for committee meetings or Senate and House floor action, and other Executive, Judicial, and Legislative Branch agencies. Consulting and developing solutions that will meet customers' printing requirements, cost, and schedule requirements. Preparing jackets for Senate and House standing committee’ prints of bills and hearings and maintains database of government agencies’ requirements for future prints of bills, reports, hearings, and laws. Answering and acting upon complaints and recommending long-term solutions to problems. Requirements Conditions of Employment Qualifications To qualify for the 1654 series, applicants must meet the Basic Education Requirement or Experience. Education Undergraduate and Graduate Education: Major study -- journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics. Experience Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include: Determining specifications for the printing of manuscript, i.e., selection of typography, layout, composition, format, paper stock, and other printer's instructions; Negotiating or administering contracts for procurement of manuscript and illustrations, printing, binding and allied services, or printing stocks (paper, inks, etc.); Managing a printing plant that produces printing either for the government or private industry customers; Performing production control work in a large printing plant; Serving as a sales representative for a wide variety of printing equipment; Analyzing the price and cost of preparation and production of printing; Planning, estimating, and scheduling printing on a full-time basis for a variety of publications; Performing substantive administrative support or policy functions directly related to publishing and printing program management or operations. AND To qualify for the Printing Services Specialist, PG-1654-11, you must possess one year of specialized experience equivalent to the PG-09 grade level in the Federal Service that include: Planning and scheduling of printing, binding, pre-press or production work in coordination with Congressional customers and within the office of Congressional Publishing Services; Providing recommendations to congressional customers or organizations regarding printing or binding requests. OR Substitution of education in lieu of specialized experience may be used for the PG-11 grade level only. Applicants can qualify with a PH.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related. OR A combination of experience and education that equals 100% of the total requirement. (Major study-printing or printing engineering, graphic or commercial art). To qualify for the Printing Services Specialist, PG-1654-12, you must possess one year of specialized experience equivalent to the PG-11 grade level in the Federal Service that include: Planning and scheduling of printing, binding, pre-press or production work in coordination with Congressional customers and within the office of Congressional Publishing Services; Providing recommendations to congressional customers or organizations regarding printing or binding requests; and Reviewing written specifications and making corrections if needed to ensure that customer requirements are met. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Only experience and education obtained by the closing date of this announcement will be considered.
