The Privacy Officer and Public Records Requests Manager is responsible for HSA's Privacy Program including but not limited to daily operations of the program, development, implementation, and maintenance of policies and procedures, monitoring program compliance by all staff and contractors, investigation and tracking of incidents and breaches and insuring clients' rights in compliance with federal and state laws. Manages work of privacy specialist and staff who responds to Sunshine Requests, Public Records Requests, employment records requests, subpoenas and Principal Clerk and clerical pool. Work with other programs and departments on creating Data Sharing Agreements and other documents, policies, and procedures.
ESSENTIAL TASKS & DUTIES
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned
+ Handles and protects client data and information in accordance with applicable privacy requirements and best practices.
+ Ensures that adequate procedures are in place and followed for response to incidents involving the potential or actual exposure or disclosure of personal or institutional information.
+ Exercises independent and joint authority to develop an environment and foster a culture that demonstrates high-level capability and compliance with privacy policies in HSA activities.
+ Manages HSA's privacy program including but not limited to daily operations of the program, development, implementation, and maintenance of policies and procedures.
+ Monitors program compliance by all staff and contractors.
+ Investigates and tracks incidents and breaches, and ensures clients' rights in accordance with federal and state laws.
+ Manages work of staff in privacy office, including but not limited to staff who responds to Sunshine Requests, public records requests, employment records requests, subpoenas.
+ Oversees or directly takes part in the selection, training, and evaluation of program personnel; provides and coordinates staff training.
1. Education: Possession of a Bachelor's degree from an accredited college or university;
AND
2. Experience: Three (3) years of verifiable professional experience directly handling and evaluating confidential and/or sensitive client information in a large public or private social service agency, homeless services agency, health services agency or organization which supports a variety of programs that administer welfare benefits to families, adults, and children.
Experience Substitution: Additional experience as described above may be substituted for the required degree on a year-for year basis (up to a maximum of two (2) years). (Thirty (30) semester units or forty-five (45) quarter units equal one year).

DESIRABLE QUALIFICATIONS:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
+ One (1) year of supervisory experience.
+ Experience in the development of policy and procedure.
+ Knowledge of the Local, State and Federal regulations related to public or private social services work procedures.
+ Familiarity with privacy rules and regulations.
+ Familiarity with rules and regulations regarding Sunshine Requests and other Public Records Requests.
+ Experience developing and delivering presentations.

SELECTION PROCEDURES:
SUPPLEMENTAL QUESTIONNAIRE (WEIGHT: 100%)
Candidates will be prompted to complete a supplemental questionnaire as part of the online employment application process. The Supplemental Questionnaire is designed to measure applicant’s relative knowledge, skills and abilities in job-related areas, identified as critical for successful performance. These may include but are not limited to: knowledge of Local, State, and Federal regulations, leadership skills, decision making, interpersonal skills, supervision, organizational skills, analytical ability, oral and written communications.
Candidates must obtain a passing score on the Supplemental Questionnaire in order to be placed on the eligible list for positions in this job Class.
Candidates’ scores on this examination process may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.
Candidate exam responses will be vetted as appropriate using AI use detection software. Evidence of use of AI, plagiarized answers, or falsified information in exam responses will be addressed in accordance with Civil Service Rules related to fraud and cheating.
The above test components are considered standardized and, therefore, test questions and answers are not available for public inspection or review.
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:
Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be of six (6) months and may be extended with the approval of the Human Resources Director.
