Problem Resolution Specialist
Summary This position is located in the U.S. Copyright Office. The position description number for this position is 136060. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a compflex, flextime, or maxiflex work schedule. This is a non-supervisory, bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement. Responsibilities The Registration Program is responsible for the examination of copyright claims, the creation of public records, and the issuance of certificates of registration. Registration staff examine claims, communicate with applicants to resolve registration issues, create public records, refuse to register for failure to meet legal requirements, select works for the Library of Congress collections, and tag data from paper applications, for copyrighted works. Reviews and resolves all outstanding claim issues, with the exception of copyright claim examination, manages and follow-up on each claim until completely resolved, compares application and correspondence Siebel record and decide if claims submitted for copyright are registrable without additional action. Performs additional actions by correcting tagging entry errors and engages in quality assurance checks of tagging. Manually enters data that the IT system software is not configured to capture, such as multiple titles, claimants or authors. Finds and flags problems. Drafts correspondence with remitters as necessary. Works with Registration Specialists to resolve difficult program or administrative matters or problems. Solves problems identified and referred by Registration Specialists such as unique scenarios which the Siebel software may not be configured to handle. Works with the Receipt Analysis and Control Division to solve problems concerning feeds, service requests without deposits, and deposits without service requests. Coordinates multiple and other potentially difficult hard copy replies. Solves occasional complex technical questions on copyright law related to the creation of the registration record and corrects registration records in response to requests received from the public. Guarantees required follow-up tasks necessitated by corrections are completed, to include printing and reissuing required new certificates. Qualifications Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Ability to resolve copyright claim issues.** Ability to plan, prioritize, organize, and execute work. Knowledge of copyright law, regulations, policies, procedures and practices.** Ability to utilize computer technology/software applications. Ability to interact collaboratively with others and serve as a liaison for an organization. Ability to communicate in writing. Ability to communicate effectively other than in writing.
