Process Engineer
Overview

Plans, manages, and implements the process improvement project portfolio designed to reduce complexity through process realignment and improve business outcomes. Provides support and guidance to the project management team and ensures they have the needed resources to ensure successful and timely completion of projects. Works under general direction.


Responsibilities
Develops a strong understanding of VNSNY strategic business objectives and business unit operations, along a particular health plan value stream.Understands interactions and dependencies of neighboring processes and departments.Articulates business issues and designs project approaches.Participates in defining strategic goals and objectives for the department and identify process improvement opportunities in support of these strategies.Directs the alignment, design, and implementation of internal process improvements in coordination with business process outsourcing and system development initiatives.Directs the planning and execution at the project portfolio and work-streams.Works with other departmental leadership to coordinate system and staffing resources.Monitors results against performance targets and meets with senior leadership to review findings and provide recommendations for improvement. Works with senior leadership and their project teams to develop corrective action and plans for implementation, if necessary.Oversees project portfolio implementation and, as assigned, oversees the work of project teams to ensure the effective implementation of process improvements and outcomes measures, and to establish performance targets.Manages the preparation of project status updates and/or outcomes presentations to management.Leads the communication of desired business outcomes to business owners and functional leads, including guiding the development of project business cases and the tracking/monitoring of project business outcomes roadmap.Assesses current project portfolio and align to OKR’s (Objectives and Key Results) and departmental strategic objectives.Analyzes the operational and FTE savings and impacts to Key Performance Indicators for initiatives.Collaborates with business owner to approve project budgets.Develops and maintains strong working relationships with VNSNY senior leadership.Acts as a subject matter expert for performance improvement initiatives and projects.Participates in special projects and performs other duties as required.

For Continuous Process Improvement Focus:

Analyzes interdepartmental processes and IT platforms to assess operational harmony and alignment to strategic objectives.Oversees the alignment, design, and implementation of internal process improvements in coordination with business process outsourcing.Plans, manages, and implements the process improvement project portfolio designed to reduce complexity through process realignment and improve business outcomes.Demonstrated application of Lean Six Sigma methodology to improve efficiency and quality and realize hard savings.

For Project Management Focus:

Analyzes interdepartmental processes and IT platforms to assess operational harmony with the execution plans of concurrent projects.Oversees the alignment, design, and implementation of internal process improvements in coordination with system development initiatives.Plans, manages, and implements system, vendor, and process implementation projects to improve business outcomes.
Qualifications

Education:  Bachelor’s Degree in Business or related field of study required.  Master’s Degree in Business Administration, Public Administration or related field required.

Certifications: Six Sigma Black Belt from an industry recognized leader strongly preferred (e.g. American Society for Quality)

Experience:  Minimum five years demonstrated leadership in the field of process improvement or process redesign experience required.  Thorough knowledge of performance improvement principles, workflow flow and organizational analysis techniques and a strong knowledge of financial analysis required.  Excellent oral and written communication and presentation skills required.  Strong analytical skills, as well as the ability to collaborate and interact cooperatively with senior executives and their staff required.  Proficient personal computer skills, including MS applications required.  Knowledge of the health care industry preferred.
