Bowhead seeks a Process Improvement Expert for a growing effort of the NAVSEA Enterprise Planning System (NEPS)
**Responsibilities**
Job duties to include but not limited to:
+ Evaluate current business practices, looking for ways to improve productivity and customer service, reduce costs, and make the best use of NAVSEA resources. Specifically, the process-improvement person develops, monitors, and elevates the performance of the NAVSEA's vital business systems and processes.
+ Process improvement is designed to continually identify, analyze and fix constraints, challenges and opportunities in business processes. It overlaps closely with project management, business strategy and customer experience processes. PDCA stands for Plan-Do-Check-Act where each word represents the respective stage of the cycle. PDCA, also known as the Deming wheel, is a process improvement model for carrying out and controlling change within an organization.
+ A process improvement specialist reviews and analyzes the performance of various procedures under the cognizance of the BFMC and makes recommendations for improvements. Job duties focus on observing key performance indicators (PKIs), generating quality reports, and determining how to make processes more efficient.
+ Develop and deploy process improvement and optimization based on data analysis results, leveraging existing data, minimizing additional data requirements, and meeting multiple Stakeholder perspectives.
+ Identify, plan and implement key projects to improve quality, reduce costs, increase productivity and improve cycle time by reducing wasted time, rework, etc. resulting in significant business improvement and customer satisfaction.
+ The two main types of process improvement are incremental and breakthrough improvements:
+ Incremental improvements involve making gradual, small-scale changes to existing processes, with the aim of enhancing efficiency, quality, and productivity while minimizing risks and disruptions. Submit resultant NEPS system change requests (SCRs) to the NAG for consideration and approval.
+ In contrast, breakthrough improvements seek to make significant, transformative changes to processes, often involving radical innovation or reengineering to achieve substantial gains in performance, cost reduction, or competitive advantage. The NAG may elevate these SCRs to the Senior Level Configuration Control Board (SLCCB) for Enterprise-level approval.
+ Ingrain the five steps of business process improvement into the NAVSEA BFMC culture:
+ Identifying the process to be improved.
+ Analyzing the current process.
+ Designing the improved process.
+ Implementing the improved process.
+ Continuously monitoring and improving the process.
+ Document and chart NAVSEA’s end-to-end budgetary and task negotiation processes in support of the Government Accounting Office (GAO) audit requirements.
+ Support COMPTROLLER and the NAG in generating, deploying, analyzing, and reporting on functional-based customer surveys usingSurvey Monkey online tool,as required.
+ Support COMPTROLLER withreconciling and clearing unmatched transactions (UMT) and unliquidated obligations (ULO), resolving aged accounts receivables and payables.
+ Develop standard operating procedures to support UMT, ULO and other various audit requirements in support of the COMPTROLLER.
+ ERP User Management / Site Integration support for COMPTROLLER to include ERP access management, training and communication.
+ Each COMPTROLLER will be a focused SME; however, they must also be cross-trained across the BFM competency.
+ Support BFMC and COMPTROLLER with ERP Work Breakdown Structure (WBS) standardization across Enterprise.
+ Support COMPTROLLER with SPS Interface Reporting, monitoring and analysis.
+ Support COMPTROLLER with updating brief preparation, desk guides, operational documentation, checklists and policy fact sheets.
**Qualifications**
+ Must be a United States citizen.
+ Must possess or qualify for an active DOD Secret security clearance
+ NAVSEA, Warfare Center, or Navy experience.
+ Naval Surface or Undersea Warfare budgeting and task negotiation experience preferable, with insight into Working Capital Fund and General Fund financial operations.
+ Familiarity with various Navy appropriations and how they relate to program planning including: Operation and Maintenance (O&M), Research, Development, Test and Evaluation (RDT&E), Shipbuilding and Conversion (SCN), Other Procurement (OPN), Weapons Procurement (WPN).
+ Bachelor’s degree in engineering, operations management or business management, data analytics, computer science, or a related field with 4 years of relevant experience, or the equivalent practical experience.
+ Desired Navy certifications: Defense Acquisition Workforce Improvement Act (DAWIA) certified at least Level II for Program Management or Business Financial Management (FM), FM Certification, Certified Defense Financial Manager (CDFM) also a plus.
+ Outstanding verbal and written communications skills; experience in developing and delivering briefings and reports for a variety of audiences.
+ Ability to perform frequent internal and external customer interface including regularly scheduled and ad hoc meetings.
+ Strong background in requirements development and data analytics, including proficiency in statistical analysis, data visualization, and advanced analytic techniques in a DOD setting.
+ Ability to extract meaningful insights from complex datasets and present them in a clear and concise manner.
+ Proficiency in leveraging data to support decision-making processes and drive operational improvements.
+ Proficiency or familiarity with data sources and systems commonly used in the NAVSEA environment:
+ NAVSEA Enterprise Planning System (NEPS) production, testing, and development instances
+ Navy Enterprise Resource Planning (N-ERP)
+ Warfare Center Enterprise Data Warehouse (EDW)
+ Program Budget Information System (PBIS)
+ Standard Procurement System (SPS)
+ ADVANA/JUPITER
+ COBRA
+ Specialized experience using Microsoft Office Suite (Excel, PowerPoint, Word, Publisher, Visio, and Teams), Microsoft 365, Power Apps/Power BI, Adobe Pro.
+ Experience using Survey Monkey online tool, Qlik and/or Tableau.
+ Ability to travel reasonable distances (up to 100 miles one-way) to meet with customers or other company personnel in the execution of job functions
Target salary range is $100,000 - $130,000 commensurate with experience
Physical Demands:
+ Must be able to lift up to 25 pounds
+ Must be able to stand and walk for prolonged amounts of time
+ Must be able to twist, bend and squat periodically
SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
