Job Purpose The Process Safety Engineer will be responsible for supporting Process Safety Management (PSM) functions at the Morrisville, PA and Glen Rock, PA sites for the Gelest Division of Mitsubishi Chemical America. This role reports to the Senior Manager of Safety. The Process Safety Engineer is expected to understand and support the business strategy, goals, and objectives relative to process safety. The Process Safety Engineer will lead and support the execution of essential PSM activities such as process hazard analysis, layers of protection analysis, project management, and management of change. This role will work to ensure compliance with all applicable OSHA PSM and EPA RMP regulations, practices, standards, and procedures. Principal Accountabilities + Subject Matter Expert for Process Safety Management systems and how they apply to the plants and technology. + Stimulates leadership of management and raises collective organizational awareness to ensure process safety of the site assets so that life and environment are safeguarded while meeting production objectives. + Challenge and provide feedback to leadership, operations, engineering, etc. to develop and implement better solutions to mitigate potential process safety hazards. + Leads effective Process Safety self-assessments. Identifies areas of weakness and prioritizes gap closure to continuously reduce the process safety risk of the unit. Ensures safeguards and mitigations are effective. + Maintains internal and external PSM/RMP compliance auditing system. + Defines process safety indicators to be applied at the asset level. Prepares regular management reports, including metrics and key performance indicators, to assess overall PSM program health. Supports the facilities on the analyses of these metrics’ results. + Develops and maintains PSM policies, standards, and procedures compliant with regulations and corporate standards. Drives improvements and oversees the management of PSM systems to maintain interrelationship among the elements and ensures effectiveness. + Collaborates with the Director of Operations, Senior Managers of Operations, Engineering Managers, Maintenance Managers, and Improvement Engineers to create and maintain a plant-based Process Safety Continuous Improvement plan. + Reviews, approves, and escalates, as appropriate, deviations from technical standards (RAGAGEP, Safety System Impairment, PSM system standards, etc.). + Works closely with operations, identifies day-to-day issues with process safety implications, escalates as appropriate, and provides guidance to ensure an adequate report and analysis of these events (process safety events, near misses, releases, MOC – including technical, human and organizational changes, procedure updates, deviations, etc.). + Leads and facilitates the completion of Process Hazards Analysis (PHAs) during all stages of the facilities’ lifecycle. Mentors PHA team to lead and participate in effective PHAs. + Maintains current LOPA workbook, PSM Self-Assessment, Facility Siting, PHA, MAH Table and other critical PS documentation including those needed to stay in compliance with local regulations (applicability, RMP, etc.). + Periodically reviews operating procedures, corrective action item closures such as audits and incident investigations to ensure compliance, completeness, and accuracy. + Provides subject matter expertise and support to meet submittal requirements of the sites’ RMP. + Strong knowledge of the technology, chemistry, cardinal rules, and other technology-specific process safety requirements. Capable of transferring this knowledge to other operations’ roles. + Provides/directs effective training on aspects related to process safety (risk assessment, management of change, mechanical integrity, Major Accident Hazards). + Assesses technical standards, including clear identification of the system’s safe operating limits, as well as industry-recommended practices and other recognized and generally accepted good engineering practices (RAGAGEPs) that are adopted as a basis. + Develops and updates emergency plans using the risk studies as a basis. Collaborate with the Emergency Response Team on the development of tabletop drill scenarios related to process safety. + Identifies and shares within the company the lessons learned from internal and external accidents. + Assesses the implications of new regulations on process safety. + Defines process safety competencies to be achieved in all positions. + Utilizes training and/or educational opportunities to ensure knowledge in process safety and in assigned areas of focus to keep abreast from an operational, tactical and regulatory basis. + Performs additional assignments that contribute to the achievement of Mitsubishi Chemical Corporation’s strategic objectives related to process safety compliance and risk management. Knowledge / Skills / Experience + Bachelor’s degree in Chemical Engineering, Mechanical Engineering, or related field. + 10 years of experience in an industrial chemical plant environment preferred. Previous experience in process safety management, Production Engineering, Process Engineering or Asset Integrity Engineering is preferred. + Training as a leader in Process Hazard Analysis, Layers of Protection Analysis, and Quantitative Risk Assessments is preferred. + Efficient at multi-tasking, working independently, staying organized and following-up on tasks to completion. + Strong ability to develop and maintain productive working partnerships within the organization across all levels. + Capable of inspiring individuals at all levels in the plants to strictly follow process safety rules. Translates requirements into concepts and examples that can be easily understood by all. + Has high integrity. Makes decisions based on data. + Active and vocal advocate of Process Safety in the units. + Not afraid to intervene in situations when Process Safety could be compromised. Ready to sacrifice production, cost or schedule to ensure that Process Safety risk is properly managed. Factors such as scope and responsibilities of the position, candidate's work experience, education/training, job-related skills, internal peer equity, as well as market and business considerations may influence base pay offered.
