In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. The new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.
_**This position is eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota._
_The Procurement & Acquisitions Supervisor will direct and manage procurement and acquisition processes for DCYF. The position will also provide department-wide leadership in setting strategic direction, asset coordination, policy development, implementation, and analysis to ensure efficient and ethical purchasing procedures. Responsibilities include:_
+ Lead the development and implementation of DCYF policies and procedures for procurement. Formulate, implement, and lead several agency-wide applications and establish direction, responsibility, and accountability for the partners involved.
+ Serve as the lead acquisitions principal for DCYF, including the subject matter expert in multiple acquisition processes, e-procurement, and asset management.
+ Establish and maintain training resources for DCYF staff on core procurement functions. Coordinate ongoing resources to educate staff on policies and processes while promoting a customer-service oriented model focused on compliance, integrity, efficiency, and transparency.
+ Directly supervise three Buyers with specialties in E-Commerce, Purchasing Cards, and Enterprise Asset Management.

Demonstrated leadership experience. Leadership experience can include:
+ Experience as a supervisor, lead worker, team lead, project lead;
+ Completion of a State of Minnesota leadership program (e.g., ELI, L4);
+ A paid/unpaid position leading a program or chairing a committee (e.g., Employee Resource Group) - experience must include:
+ 1+ year of experience identifying issues, goals and strategic actions.
+ 100+ hours per year time commitment
AND
Three (3) years of expert level public sector procurement experience. Experience must demonstrate or include the following:
+ Expert level knowledge of fixed asset principles and practices and the statutes that govern the use of public funds.
+ Policy analysis, development, and implementation expertise sufficient to design agency procedures to align and comply with statewide policies and agency priorities.
+ Review of agency/division spending and procurement procedures to assure compliance with federal, state, and/or department procurement requirements.
**Preferred Qualifications**
+ Experience supervising procurement activities, conducting reviews of spending procedures, supervising buyers and analysts involved in goods and services procurement, subscription for services and utilities, coordination with large financial institutions regarding the utilization of purchase cards.
+ Demonstrated excellence in building staff members into a cooperative, efficient, and effective buying team.
+ Variety of experiences working effectively with others from different backgrounds and cultures.
