Procurement Analyst
Summary About the Position: The incumbent provides a full range of procurement analyst services and oversight for Mission & Installation Contracting Command (MICC), 419th Contracting Support Brigade (CSB) Contracting Operations Division and subordinate contracting offices. Performs all aspects of contract oversight while providing responsive reviews and assistance to mission partners Responsibilities Provides advice, guidance, and subject matter acquisition expertise on contracting matters to internal and external customers Reviews, evaluates and provides specific guidance concerning contracting policies and procedures relative to assessment reporting, contractor performance, program management reviews, unliquidated obligations, etc. Provides analysis and evaluation of the initiation, development and recommendation of contracting policies and procedures. Reviews contractual document to insure the appropriate contract type, clarity of contract terms, acquisition method, pricing provisions, source selection plan and the appropriateness of cited funds. Ensures contract audit reports are resolved and dispositioned in a timely manner. Utilize Business Intelligence and other automated systems to identify and interpret statistical trends and/or spend analysis to promote strategic sourcing. OR Exemption: You are exempt from the education requirements above if: ON OR BEFORE September 30, 2000: (A) A current DoD employee, in any occupational series, who has served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the simplified acquisition threshold in any Federal agency; OR (B) Served as a military member in a comparable military occupational specialty; OR (C) A current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000. AND In addition to meeting the basic requirement above, to qualify for this position at the GS-13 grade level you must also meet the qualification requirements listed below: Specialized Experience Required: To qualify based on your work experience, your resume must describe at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: (1) Analyzing procurement data involving complicated contracts to ensure compliance with regulatory guidance; (2) Utilizing automated systems to identify statistical trends or spend analysis to promote strategic sourcing; AND (3) Analyzing contract data to identify procurement issues and recommend corrective action. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-13, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Communications Contracting/Procurement Planning and Evaluating Procurement Analysis Time-in-Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
