About the Position: This position is subject to a salary control point as identified in the organization's Acq-Demo business rules. ACC delivers contracting solutions in order to support the Army and unified land operations- anytime and anywhere. ACC enables Army readiness through global, expeditionary contracting support to warfighters. Responsibilities Provides authoritative guidance concerning award and administration of contracts involving all types of Army appropriations and other agency funds. Identifies systemic problems and develops recommended corrective procedures for incorporation into procurement guidelines and regulations. Subject matter expert responsible for advising the customer on new procurement policies that have a broad and long-range impact on contracting and acquisition programs throughout the Army. Subject matter expert by serving as a business advisor on acquisition and contracting concerns in support of ACC senior leadership. Establishes and maintains contacts with customers, inside and outside DOD, including but not limited to senior leadership of all military services, other federal agencies, and industry groups. Identifies situations which could significantly improve efficiency, economy and/or effectiveness of the Army or that have potential for waste, fraud, abuse and mismanagement of Army programs and operations. Serves as the primary point of customer assistance and facilitates the resolution of problems by customers. Provides advice, assistance, and interpretation of policy and procedure to personnel at the customer activity. Promotes customer understanding of ACC functions and operations by means of briefing sessions, personal contact, and correspondence. Provides continuing feedback to the customer and to ACC management on progress achieved in resolving specific customer concerns. In addition to the basic education requirement listed above, you must also meet the specialized experience requirement listed below: Specialized Experience: In order to qualify for this position, an applicant's resume must have at least one year of specialized experience equivalent to the NH-03 (GS-13 equivalent) grade level in the Federal service which includes: 1). Managing acquisition program and acting as the liaison between various internal/external contacts; 2). Analyzing compliance of programs relating to internal controls and command metrics to provide improvement recommendations for acquisition and procurement processes for contracting operations. 3). Interpreting policy statements and applying procurement principles and technical/program requirements to ensure the acquisition documentation is reflected and integrated into the resulting contracting and procurement actions; and 4). Advising senior officials and customers on new procurement policies that impact contracting and acquisition programs throughout the federal government. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (NH-03 or GS-13). You will be evaluated on the basis of your level of competency in the following areas: Determination of How Best to Satisfy Requirements for the Mission Area E-Business and Automated Tools Oral Communication Planning and Evaluating Procurement Analysis This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities. Acquisition Back To Basics Certification: This is an Army Acquisition, Logistics and Technology Workforce position IAW DODI 5000.66. Selectee must meet position requirements for (Contracting Professional-C) certification within 36 months as of entrance on duty.
