PROCUREMENT ANALYST
Summary Reemployed annuitant: This vacancy does not meet the criteria for appointment of annuitants. Responsibilities Plans, develops, organizes, evaluates, supervises and directs the execution of all recruitment/outreach, As contracting/Government Purchase Card (GPC) subject matter expert, provides guidance and technical support to the DCAA for the consolidated purchase of supplies, equipment, services, and training utilizing the GPC. Serves as a liaison with the servicing bank and customers in establishing, interpreting, administering, and maintaining policy and procedure for the DCAA GPC program. Ensures that monthly purchase statements are reviewed for authorized commitments and submitted for prompt payment. Reviews, revises, negotiates, and supports terms and conditions with the GPC agreements. Provides technical direction and guidance on the use and expenditure of public funds using the GPC. Studies procurement, Federal/DoD contracting functions, current GPC program processes, and other special operations to establish a basis for developing new methods, techniques, and facilitation of the program. Serves as DCAA representative in inter- and intra-agency discussions and as back-up contract manager pertaining to all procurement and contracting matters. Requirements Conditions of Employment Must be a U.S Citizen as verified through E-Verify Programn Performance Appraisal: If you are a current Federal employee, you must be rated fully successful or higher on your current performance rating to be eligible for promotion. You may be asked to provide a copy of your performance appraisal during the evaluation and selection process. Background Investigation: All selectees will be subject to a personnel security investigation which must be favorably adjudicated for occupancy of a sensitive position and/or access to classified information. If you are selected for a critical/special sensitive position, you will be subject to a Single Scope Background Investigation (SSBI). For a critical sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret level. For a special sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret/Sensitive Compartmented Information (TS/SCI) level AND you will be subject to a random counterintelligence scope polygraph. Drug Testing: If you are given access to classified information, you will be subject to random drug testing. If you are selected for a special sensitive position, you will be placed in a drug testing designated position. You must pass a drug test before your assignment to such a position and you will be subject to random drug testing subsequent to your assignment. Qualifications You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Specialized Experience: You must have one year of specialized experience at the GS-12 or equivalent level. Specialized experience must be documented in your resume. Specialized experience is defined as experience in procurement regulations, policies, and technical requirements, and Government Purchase Card (GPC) programs policies, procedures and technical support, and the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulations supplements (DFARS), and the Financial Management Regulations (FMR). Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of Education for Specialized Experience: There is no substitution of education for experience at this grade level.
