Project Summary:
The Promoting Rule of Law Activity (PROLA) is a five-year activity funded by USAID/DRC. This activity helps the Government of the Democratic Republic of Congo (GDRC) fight corruption and promote equal and equitable access to justice in DRC to improve public perception and trust of the judiciary by 1) increasing transparency, accountability, and integrity in the justice system to promote equal and equitable justice and support the DRC’s anti-corruption efforts; 2) empowering civil society to demand GDRC commitment to judicial independence and contribute to judicial reform; and 3) increasing equal and equitable access to justice for all.

Position Summary:
The Procurement and Grants Assistant will support the procurement team by assisting with administrative tasks such as preparing purchase orders, maintaining procurement records, and ensuring compliance with procurement policies and procedures. This role will support in procurement processes within a dynamic and collaborative environment.
Responsibilities:
Assist in developing and updating Quarterly Procurement Plans for projects and programs. Assist in acquisitions procedure for the goods and services procurement process (receipt of requisitions/purchase requests with supporting documentation for signature and approval collection, quotation collection). Support the Operations and Grants Lead in project procurement efforts, including supplier selection and negotiations. Support the Operations and Grants Lead in the procurement actions of office supplies and materials for workshops and ensure timely payment of office materials, such as Paper, toner, stationery, cleaning substances, toiletries, etc. Ensure follow-up on purchase orders, delivery process with selected suppliers. Coordinate with finance/administration and ensure proper follow-up of supplier payment files. Support the Operations and Grants Lead to maintain complete, accurate, and timely procurement records in GRUMP and Egnyte in compliance with USAID and contractor policies and procedures. Ensure that the procurement process is fair and transparent. Provide administrative support in managing the overall grant process including maintaining grant calendars, coordinating meetings and communication with stakeholders, and organizing grant-related documentation. Assist in developing grant packages for PROLA grantees, ensuring all documents are in compliance with USAID and Tetra Tech-MSI regulations. Assist in conducting assessments to evaluate the grantee’s financial and internal control systems. Assist in monitoring the progress of funded projects and ensure compliance with the terms and conditions of the grants including collecting and analyzing data, preparing progress reports, and maintaining accurate records of grant activities. Assist in managing grant budgets and tracking expenses related to grant-funded projects. Assist in maintaining a comprehensive database of grants, including tracking milestones, requirements, outcomes, and reporting on the organization’s grant portfolio. Collaborate with other team members, such as Program Managers, finance personnel, and executive leadership, to ensure alignment of grant-related activities. Perform other duties assigned by Operations and Grants Lead or established by project needs.
Qualifications:
Bachelor’s degree in finance, accounting, or similar discipline is required. Minimum three years of experience in finance management required, preferably in an international organization. Experience working for a USAID project is preferred. Knowledge of Microsoft Office Suite programs, such as Word, PowerPoint, and Excel is required. Ability to prioritize, implement and manage tasks proactively and independently while working within a team required. Ability to work in a fast-paced environment while remaining flexible, positive, and approachable required. Ability to work collaboratively and build effective working relationships with clients, subcontractors, partners, vendors, and colleagues required. Ability to multi-task, be a strategic thinker and operate with a genuine dedication to program support. Strong team player, attention to detail and strong organizational skills required. Fluency in written and oral French required. Proficiency in English is preferred.
