Summary This position is located within the VA Mid-Atlantic Health Care Network (VISN 6), Pharmacy Service. Pharmacy technicians (Budget/Procurement) at this level require independent technical judgement and expertise. They serve as the lead ordering officer for pharmacy service, providing guidance to lower-level procurement ordering officers. Effectively evaluates pharmacy activities to assist pharmacy managers in obtaining short- and long-range goals and objectives. Assists pharmacy manager in identifying areas of effort duplication and developing solutions to streamline processes, reduce waste, save costs, and improve patient care. Reports potential and/or actual medication errors. Encourages pharmacy technicians to report actual and/or potential medication errors or adverse events. Assists in quality improvement by participating in service process assessments and action teams and by continually seeking to improve the service. Knowledgeable in and ensures other procurement staff follow all department, pharmacy service, station level, VISN, National and VHA, DEA, policies, and procedures. Demonstrates efforts to improve patient satisfaction, lower cost, and improve quality and timeliness. Works constructively as a team member, assisting co-workers in tasks that support staff, visitors, and other customers in achieving service toward facility and network goals. Maintains continuous oversight on the security of pharmacy inventory and storage areas and reports to management any inconsistencies or concerns. Attends all procurement and pharmacy meetings as required. May be assigned to assist with duties or other work areas in pharmacy service to help fulfill our mission and abide by our organization's values. Pharmaceutical Purchasing, Distribution, and Budget Serves as lead ordering officer for pharmacy service, delegated by the VA National Acquisition Center while maintaining annual training requirements. Trains new procurement staff on departments standard operating procedures and provides oversight to ensure competencies are met. Re-trains staff as dictated. Initiates ordering requirements and provides guidance to ordering officers for pharmaceuticals, specialty, and supply items through pharmacy prime vendors multi complex accounts or other sources using various methods of payment. Responsible for adherence to federal contracts and compliance with federal regulations regarding open market, ensuring inventory control through perpetual evaluation. Provides oversight in determining ordering intervals and stock levels appropriate to meet changes in form ulary, brand to AB rated generic drugs, contract changes, conversions, new drug indications including backorders and seasonal changes. Provides guidance on all types of pharmaceuticals including controlled and non-controlled drugs within established VA ordering guidelines, policies, and procedures within inventory management specialized area with the understanding of proper budget utilization. Incumbent may be required to obtain the necessary certification to order narcotic medications through pharmacy prime vendor. Purchases using National contracts (NAT), Federal supply schedules (FSS), Blanket Purchase Agreement (BPA) and open market etc. to ensure compliance with federal acquisition regulations, and policy, understands and provides guidance to ordering officers on contracting hierarchy of all purchases. Process receipt of inventory for the purpose of drug accountability or other inventory management system. Utilizes government issued credit cards for micro purchase limits with understanding of when to use; while maintaining required proper documentation, and reconciliation of receipt of all orders in a timely manner for auditing and accountability purposes, training, etc. Uploads and maintains proper documentation for the Drug Supply Chain Security Act (DSCSA) per the FDA requirements. Participates in maintaining all records of pharmacy inventory for DSCSA accountability for auditing purposes. Basic Requirements: United States Citizenship: Be a citizen of the United States. For all grade levels and positions that accept both education and experience to qualify, equivalent combinations of qualifying education and experience that total at least 100% are qualifying. The combined percentage is determined by adding total qualifying experience as a percentage of the experience required for the grade level to the education as a percentage of the education required for the grade level. Certification: For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either: Pharmacy Technician Certification Board (PTCB), Certified Pharmacy Technician (CPhT). National Healthcareer Association (NHA), Certified Pharmacy Technician (ExCPT). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Pharmacy Technician (Procurement/Inventory) GS-10 Experience. One year of progressively complex experience equivalent to the lower grade level (GS-06). Certification. For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either: PTCB as a CPhT. NHA as a ExCPT. Knowledge, Skills and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate the following KSAs and meet any additional KSAs for the assignment, if indicated: Ability to analyze data for performance improvement projects, workload analysis and statistical reports. Ability to prepare for and maintain special accreditations, inspections and reviews (e.g., The Joint Commission, Office of Inspector General, American Society of Health System Pharmacists, controlled substances inspections) Ability to solve problems and implement corrective actions to maximize outcomes in their program area Assignments: For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity and range of variety and be performed by the incumbent at least 25% of the time. Procurement/inventory technicians perform duties independently under broad delegated authority which consists of significant scope, skill and complexity at the facility level. They provide oversight of the pharmacy service fund control point activity, budget expenditures and all procurement activity to ensure full accountability and reconciliation per VHA financial policy. They collect, analyze and prepare data to complete monthly budget reports on current and past spending patterns. Pharmacy technicians provide financial status reports for review to ensure compliance to pharmacy budgetary goals and objectives. They participate in forecasting the budget for the next fiscal year, function as contracting officer representatives and ensure all VA policies, regulations and payments are interpreted, applied and completed accurately and timely. Pharmacy technicians develop standard operating procedures, training programs and material for orientation, educational needs and regulatory requirements within the pharmacy and the facility. They investigate a variety of unusual supply problems, including specialty medication purchases, backorders and questions from pharmacy or physician stakeholders. Additional Knowledge, Skills and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate all the following: Expert knowledge of budgetary and pharmacy procurement operating procedures such as, but not limited to, budget reconciliation, annual wall to wall inventory, sterile compounding and service contracts. Skill in managing supply problems such as back orders, interchangeability of products during shortages or finding suitable replacement products. Skill in monitoring the quality of input and output of automated/perpetual medication inventory management systems. Ability to write policies and procedures for pharmaceutical procurement, inventory management and contracting processes. The full performance level of this vacancy is GS-10. Physical Requirements The work involves long periods of moving, standing and pushing carts about the work unit. The work requires regular and recurring bending, stretching, and lifting. The incumbent must be a mature, sensible individual capable of working effectively in stressful situations, demonstrating cheerfulness, compassion, courtesy and concern for staff and patients. Heavy lifting (45 lbs. and over), moderate lifting and carrying (15-44 lbs.), and light lifting (under 15 lbs.), reaching above shoulder, use of fingers, use of both hands, sitting, walking, and standing. Near vision correctable at 13" to 16" to Jaeger 1 to 4, Far vision correctable in one eye to 20/20 and to 20/40 in the other, depth perception. Ability to distinguish basic colors, ability to distinguish shades of colors, hearing (hearing aid permitted), and mental and emotional stability. Environmental factors include, constant noise, dust, working closely with others, or working alone, and protracted or irregular hours of work.
