Procurement Manager

The Executive Office of Technology Services and Security (EOTSS)is the state’s lead office for information technology. We provide enterprise level information technology services including network management and security; computer operations; application hosting; desktop provisioning and management; and modern and responsive digital services to 40,000 internal stakeholders plus the residents, business owners and visitors to the Commonwealth of Massachusetts.

EOTSS is seeking a Procurement Manager to join the Administration Team. Reporting to the Director of Procurement, this role will independently manage moderately complex procurements, stakeholder and vendor relationships, facilitate transactional procurements, and manage the strategic approach to procurement. The incumbent will work to ensure compliance, quality assurance, and timely issue resolution to help the agency achieve best value procurement outcomes in compliance with Commonwealth procurement regulations.

The primary work location for this role will beOne Ashburton Place, Boston, MA, 02108. The work schedule for this position isMonday through Friday, 9:00AM to 5:00PM.This position would be expected to follow ahybridmodel of reporting to work that combines in-office workdays and work from home days as needed.

Duties and Responsibilities:

Lead complex procurements including managing stakeholder, vendor, and external agency interactions, gathering requirements, preparing solicitation documentation, managing timelines and prioritizing based on criticality and impact.Process transactional procurement.Establish credibility with diverse stakeholder groups, anticipate stakeholder needs, and effectively communicate and manage expectations with all process participants.Ensure procurements comply with rules and regulations and achieve best value for agency stakeholders.Provide support and implement strategic initiatives and process improvement including new templates, documentation and training, automation and digital tools (SharePoint, Jira, etc.)Monitor and manage compliance, quality assurance, and issue resolution.Lead, coach, mentor, and train support staff.

Preferred Knowledge, Skills, and Abilities:

Minimum of five (5) years’ experience in procurement, sourcing, contracting, purchasing or related field.Demonstrated experience managing large-scale, complex procurement program with preference for Information Technology digital procurement knowledge.Experience and knowledge of the state’s procurement rules, processes and systems.Ability to manage a large volume workload of evolving priorities and to work under tight timelines and to meet strict deadlines.Ability to define business and technical requirements, draft solicitation documents, statements of work, etc.Experience negotiating and managing vendor relationships.Ability to review and interpret contracts and quotes.Capability to analyze data to make process and policy recommendations.Experience preparing templates, job aides, training, and delivering training to stakeholders.Strong interpersonal, communication, relationship building, and problem-solving skillsStrong organizational skills with focus on attention to detail.Prior Commonwealth of Massachusetts-specific experience having participated in at least one open and close cycle during a state fiscal year is strongly preferred.Experience with IT procurement strongly preferred.Project Management Professional (PMP) Certification is a plus.Certified Professional Contract Manager (CPCM) Certification is a plus.
