Job Summary The primary objective of this role is to procure, negotiate, and oversee service providers for outsourced services, technology enablement, data services, and change management. This entails coordinating the strategy and its implementation at local, regional, and national levels, in collaboration with business stakeholders, operational teams, global shared services, and executive sponsors. What you’ll do Essential Duties and Responsibilities •Provides procurement guidance to our GWS Local AMS accounts from pursuit/solutioning through account renewal to ensure our supplier partnerships support the delivery of operational excellence and help us to achieve the CBRE and client financial targets. •Formulates, designs, coordinates, and executes national/regional contracting and procurement strategies and programs aimed at enhancing operational efficiency and profitability. Analyzes market trends and leverages this insight to assist the business in making informed purchasing decisions. •Supports the business with the identification and onboarding of new supplier partners, considering local and diverse targets, for both Facilities Management and Project Management service needs. •Supports Sales and Operations leaders with the Request for Proposal (RFP) process, solution selection, and negotiation efforts to achieve desired outcomes. Provides Procurement guidance for new client account transitions. •Oversees supplier relationships and maintains a comprehensive supplier database for the geographic areas they support. Establishes and manages contracts with national/regional service providers to ensure adherence to company standards. •Supports Business Unit and Account Teams in the identification of cost savings (margin improvement) opportunities. •Engages with suppliers to encourage ongoing supplier innovation and optimization. •Regularly assesses suppliers to ensure compliance with quality standards. Supports business leaders in conducting business reviews with key suppliers to evaluate their performance, address any disputes, explore innovative solutions, and identify opportunities for cost improvement. Formulates risk management procedures to mitigate vulnerabilities within the supply chain. •Serves as a point of escalation for business leaders in addressing supplier performance issues. •Provides mentorship and education to CBRE on cutting-edge outsourcing tools, process and best practice to support our clients. •Responsible for identifying key stakeholders, building strong relationships, and effectively communicating project updates and decisions to ensure alignment and smooth project execution. Collaborates with business to outline potential value and return on investment (ROI) for proposed initiatives, closely monitoring and tracking outcomes. •Actively participates on behalf of the company in approved or sponsored procurement organizations or related initiatives. Collaborates with internal departments and key stakeholders to forecast procurement requirements. •Supports People Engagement and DE&I objectives, promotes and maintains CBRE culture. •Other duties may be assigned. Education and Experience Bachelor’s degree and at least five years of experience in strategic sourcing, vendor management, outsourcing, or consulting in indirect/service categories. Other relevant experience includes transitions, and service quality improvements. They should also have the ability to work with international colleagues and suppliers to implement national strategies in a fast-paced team setting. Demonstrated experience in managing service providers, multi-year contracts, and playing important governance roles with outsourced providers is required. Supply Chain Industry Knowledge The candidate must have experience in managing Facilities Management (FM) and Capital Project Management / Construction indirect categories, including the following, but not limited to: •Soft FM (e.g. janitorial, security, landscaping, snow removal, etc.) •Hard FM (e.g. mechanical, electrical, plumbing, etc.) •Capital Project Management / Construction (e.g. office refurbishments, fit out, equipment replacement works, etc.) •Equipment and Materials (e.g. concrete, heating, plumbing and ventilation, glazing, roofing, etc.). Certificates and/or License Certified Outsourcing Professional (COP) Certification preferred. Lean Six Sigma Certification preferred. Certified Purchasing Manager or Certified Professional in Supply Management desired. Other Skills and Abilities Proficiency in Microsoft Office Suite Products and internet navigation is required. The candidate should have experience in using and overseeing e-procurement and contracts management platforms. They should possess excellent interpersonal and organizational skills, with the ability to handle multiple projects concurrently. Additionally, they should be skilled in collaborating with international colleagues and suppliers to effectively implement national strategies within a dynamic team setting. Scope of Responsibility Decisions are made with a comprehensive understanding and interpretation of procedures, company policies, and business practices in order to achieve desired outcomes. The candidate will be involved in the development, recommendation, and implementation of outsourcing programs and procedures. They will be accountable for establishing project deadlines and defining contract and/or governance objectives. It is crucial to exercise sound judgment, as errors can have lasting effects on the line of business and/or the entire company. The candidate should prioritize the development of strategic plans and roadmaps and possess the ability to create tactical project plans for execution once strategies are approved by senior leadership. New York Residents: CBRE carefully considers multiple factors to determine compensation, including a candidate’s education, training, and experience. The minimum salary for the Procurement Manager position is $100,500 annually and the maximum salary for the Procurement Manager position is $135,000 annually. The compensation that is offered to a successful candidate will depend on the candidate’s skills, qualifications, and experience.
