Description of Job The Monitoring Specialist will develop and implement a robust procurement monitoring program that enhances state agencies' transparency, accountability, and efficacy. The Monitoring Specialist will enforce procurement rules and policies by identifying instances of non-compliance, working with agencies on a corrective action plan, providing training to agencies, and modifying delegation agreements as needed. Once the program is in place, the Monitoring Specialist will conduct monitoring to ensure that procurement activities align with State procurement codes and rules, policies, and all State and Federal laws. A well-designed procurement monitoring program benefits the state and its stakeholders by fostering trust in public procurement systems and ensuring responsible use of public funds. A summary of the duties and responsibilities will include, but are not limited to, the following: Monitoring program development and implementation Acting as subject matter expert maintains in-depth knowledge and expertise in and understanding of state procurement codes and rules, state controller policies, and other applicable state and federal laws. Works with the CPO and the Procurement Programs Manager to develop and implement a statewide procurement monitoring program to ensure fairness, accountability, and efficiency in State procurement, with a focus on purchasing. This includes but is not limited to: + Define program objectives and scope: Identify the main goals, determine the procurement activities to be monitored, and identify the agencies involved. + Develop strategic guidelines for the program that maintain DPA/SPCO’s mission. + Design the processes, guidelines, rules, and standards that agencies use. + Develop monitoring tools and methodologies for data collection and analysis of processes and outcomes, including risk assessment and critical performance indicators. + Implement the program and then continuously monitor and evaluate the implementation process, making adjustments as needed. + Establish regular reporting mechanisms to communicate results, findings, and expert opinions to leadership and stakeholders, providing direction for further action on program and policy direction by others. Agency Monitoring Will conduct operational reviews and provide oversight to ensure agencies follow all procurement codes and rules, with direct influence and impact outside of DPA. Monitoring efforts will focus on the performance of agency procurement offices, especially purchasing, including but not limited to: + Ensure compliance with delegations and state laws, regulations, and policies, reducing the risk of legal violations. + Improve accountability by providing a framework for tracking solicitations, decisions, expenditures, and outcomes, holding agencies accountable for their actions and spending. + Identify and mitigate risks with early detection of issues such as conflicts of interest, bid-rigging, or mismanagement, enabling timely corrective actions. + Promote and ensure transparency, fair competition, and the support of equity guidelines throughout an agency’s procurement process. + Remain flexible, use judgment and resourcefulness in addressing unique situations at the agencies, and tailor the systems and guidelines to address these situations. Analysis, Reporting, and Recommendations + Evaluate complicated procurement processes and outcomes to identify inefficiencies and recommend improvements to optimize resource use and achieve better value. + Prepare reports documenting all findings and data, measured against risk assessments and critical performance indicators. + Develop expert opinions and recommendations to be presented to leadership and key stakeholders focused on refining procurement strategies, best practices, and overall performance improvement over time. + Provide consultation to agency leadership on procurement program and policy direction. + Analyze results from both individual agencies and statewide to identify best practices and training opportunities and to design mission-critical strategy, systems, processes, guidelines, rules, and standards as needed.
