The Position
Job Appointment: Full time, regular
Work Schedule: Monday – Friday, 8am-5pm. Alternate schedule may be available after probationary period.
Work Location: Hybrid during probationary period. In-person work to be conducted at The Portland Building located at 1200 SW 5th Avenue. The position will work fully remote after probationary period is complete. Remote work must be performed within Oregon or Washington. About the Position:
The Senior Procurement Specialist is knowledgeable and experienced in procurement law, including but not limited to Federal and State statutes, City Code, and applicable City Programs. The incumbent will work with a variety of people, including those internal to the City as well as vendors, contractors and members of the public to resolve problems and conflicts arising during the solicitation process. Included among critical duties are: insuring that costs, pricing strategies and rating/evaluation criteria are fiscally and legally correct and in accordance with the State and City's procurement rules and policies; assuring solicitations are designed to attract diverse, responsive responses; providing oversight that guarantees that City solicitation processes are fair and equitable, negotiation strategies are effective, and final contract development minimizes risk for the City, and provides for effective contract management by City staff.
As a Sr. Procurement Specialist, you will:
+ Be responsible for administering the City's procurement processes for formal and informal projects.
+ Ensure procurement processes are responsible, effective, legal, and defensible.
+ Resolve problems, conflicts, and protests arising during the procurement process and after execution of contracts.
+ Draft and negotiate public contracts that are reasonable, fair, and appropriately mitigate risk.
+ Guide internal customers through procurement processes to ensure compliance with various governmental regulations, including but not limited to State and Federal statues, City Code, Universal Commercial Code, City Standard construction Specifications, and applicable City Policies.
+ Orchestrate the procurement process for complex projects with diverse stakeholders and potential citywide impact.
+ Devise innovative approaches to addressing the City's procurement requirements that include providing technical assistance to bureaus on a wide range of issues.
