Our focus is reducing the environmental risk posed by 56 million gallons of radioactive and chemical waste stored in 177 underground tanks on the Hanford Site located in Richland, WA. Join us today and be a part of history! The Material Procurement group is seeking a Procurement Specialist to join its dedicated and hardworking team. The Material Procurement team procures a wide range of material from small consumables to multi-million-dollar fabrications. Each day is exciting and challenging while the team provides the required material to meet WRPS's mission. Under general supervision the individual will solicit, negotiate, place, and administer subcontracts/purchase orders for various materials, services and/or construction services following prescribed procedures. Other duties may include: - Typical Delegation of Authority Range: $0-150K - Reviews/verifies accuracy of noncompetitive justifications and the development of alternative solutions for those which are denied. - Participates in pre-procurement planning, preparation of solicitation documents, and processes requests for quotations/proposals. - Evaluates proposals to verify compliance with requirements of the solicitation and performs price analysis to ensure pricing is fair and reasonable. -With assistance, resolves exceptions to solicitation terms and conditions. - Issues subcontract/purchase orders and file documentation. -Coordinates subcontract/purchase order activity between Engineering, Receiving, Accounts Payable, Quality Assurance, supplier, and end user. - Develop, review and approve bid tabulations and obtains project approvals as necessary. Research unbalanced proposal categories. - Processes small dollar purchases utilizing Purchasing Card (P-card) in accordance with established procedures -Reconcile P-card purchases monthly in accordance with established procedures-Comply with WRPS policies and procedures -Ensure ISMS principles are incorporated into organization's activities - Other duties as assigned. Please Note: This position is being advertised under the current Tank Operations Contractor, Washington River Protection Solutions (WRPS). However, now that transition activities have begun a candidate selected for employment may be hired under the incoming contractor, Hanford Tank Waste Operations & Closure (H2C) contract. Required Qualifications Grade 14: Bachelor's degree (BA/BS) in related field and 2 years relevant experience or equivalent combination of education and/or experience. Grade 15: Bachelor's degree (BA/BS) in related field and 3-4 years relevant experience or equivalent combination of education and/or experience. Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is larger, and the expected level of performance is increased. Grade 16: Bachelor's degree (BA/BS) in related field and 5 years relevant experience or equivalent combination of education and/or experience. Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is significantly larger, and the expected level of performance is greatly increased. Desired Qualifications NCMA participation. Nationally recognized certification in the field (NCMA, ISM, etc.). Experience with utilizing P-card and reconciliation of P-card purchases Knowledge of MS Office and Adobe Acrobat. Knowledgeable in WRPS computer programs such as, but not limited to, Asset Suite, IDMS, EAM, Supply Ordering System (SOS). Compensation & Benefits In accordance with the company's philosophy on compensation for exempt and salaried non-exempt employees, WRPS takes into consideration a variety of factors when determining initial salary to include assigned job scope and responsibility, a candidate's qualifications as compared to internal comparators performing in a similar role, and the external labor market. A salary offer will be made within the targeted hiring range posted. Note a candidate's prior salary history will not be taken into consideration.
