This position will be part of the Enterprise Services team, which delivers a full suite of services to state agencies, boards, councils, and commissions, and many central services to local government partners. The purpose of this position is to provide leadership in creating, managing and operationalizing a Customer Experience (CX) operating model transformation that includes Product and Agile Implementation across all Executive Branch Agencies and Boards and Commissions. This position will primarily work with executive level staff and create agency specific CX strategic plan and associated Organizational Change Management plan, roadmap, processes, structures, tools, guidelines, architecture, and create communities of practice that drives objectives of Governor Walz’s One MN Plan – Customer Experience goal for the Executive Branch agencies and Boards and Commissions. The Office of Transformation and Strategy Delivery (OTSD) is one of a kind program that has oversight of transformational change across Executive Branch state agencies and Boards and Commissions. The Product and Agile Center of Enablement (PACE) is strategically positioned under OTSD to drive the introduction, adoption and measurement of new operating models such as Product Management, Agile Delivery and Customer Experience. This program is unique to the State of MN and has far reaching impacts on all Minnesotans and other customers interacting with the state’s Government agencies. The PACE Manager/Lead for Minnesota IT Services (MNIT) will provide leadership in managing the Product and Agile Center of Enablement (PACE) under the Office of Transformation and Strategy Delivery. This position will primarily work with executive level staff and create agency specific CX strategic plans, roadmap, processes, structures, guidelines to position the Executive Branch Agencies for Customer Experience operating model and associated Product and Agile transformation. This role will embody the Customer Experience (CX) and agile mindset, work across the organization to bring Customer Experience (product and agile frameworks) at scale and support organizational transformations at various levels including MNIT at agencies, business stakeholders and subject matter experts. By introducing and leading efficient ways of working in a complex environment, this role will enable people towards agency objectives to deliver business outcomes and value that will result in customers gaining trust with the State of MN government. As a leader driving major transformation and cultural shift across the state agencies and Boards and Commissions, this role will implement this new CX operating model and methodologies utilizing organizational change principles. Experience must include: + Three (3) years of supervisory experience. Two (2) years of experience in a Systems Architect classification or two (2) years of experience in an external IT Architect role may substitute for two of the required years of supervisory experience. + Communities of Practice & Cohort Development: Three (3) years of experience and demonstrated ability in establishing and leading communities of practice and cohort-based learning programs focused on Customer Experience, Product Management, and Agile Delivery within government agencies. Experience fostering collaboration, knowledge sharing, and continuous improvement by bringing together practitioners, developing training resources, and scaling best practices across agencies to drive sustainable transformation. Experience must also include: + Customer Experience, Product Management & Operational Excellence: Proven experience implementing customer experience strategies, product management principles, and agile frameworks within government organizations to improve service delivery and operational efficiency. Demonstrated ability to support and guide teams through digital and behavioral transformation efforts by leveraging Lean practices, Value Stream Mapping, and agile delivery methods to identify inefficiencies, eliminate waste, and accelerate innovation. Expertise in driving operational excellence by optimizing workflows, aligning resources with customer needs, and continuously improving processes to enhance service quality and maximize public value. + Enterprise Strategy & Execution: Demonstrated ability in collaborating with executives to develop and define enterprise strategies, developing and supporting plans, and roadmaps that align with organizational goals. Proven ability to ensure execution by driving cross-agency coordination, establishing clear priorities, and enabling teams to implement strategic initiatives effectively. Experience working with leaders to develop, track, and monitor OKRs (Objectives and Key Results) to measure progress, drive accountability, and ensure continuous alignment with strategic priorities. + Government Stakeholder Engagement: Proven success in effectively engaging, developing, and maintaining relationships with a diverse set of stakeholders, including Commissioners, Chief Business Technology Officers (CBTOs a.k.a CIOs), agency leaders, and staff. + Cross-Agency Collaboration & Change Management: Experience and proven success leading cross-agency initiatives, fostering collaboration among siloed entities, and managing change in complex, heavily regulated environments. + Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties. + Customer service skills that include active listening, empathy, and problem-solving. **Preferred Qualifications** + State of Minnesota Budgeting & Finance: Extensive experience navigating Minnesota state government budgeting, finance, and procurement processes, including managing vendor contracts, service authorizations, inter-agency agreements, and ensuring compliance with state funding requirements. Proven ability to oversee monthly billing cycles, track expenditures, and facilitate accounts payable approvals while maintaining fiscal accountability and transparency. + Working Knowledge of State Agency Business Models: Strong understanding of the diverse business models, services, and products across Minnesota state agencies. Familiarity with agency missions, key stakeholders, funding structures, regulatory environments, and the unique needs of their clients, including residents, businesses, and community organizations. Ability to apply this knowledge to drive cross-agency collaboration and service improvements. + MN Modernization Playbook Implementation: Demonstrated experience working with Minnesota state agencies to apply best practices from the MN Modernization Playbook, with a strong emphasis on the Select phase.
