Product Delivery Owner
Overview: Seeking a candidate for the position of Product Delivery Owner in support of its client, Health Informatics Product line, Health Data Management Sub-Product Line, in the Office of Information Technology at the Department of Veterans Affairs. This is a remote working opportunity. The ideal candidate is expected to be detailed oriented, ability to work with disparate teams, and have a proven track record of being a self-starter with minimal direction. The environment is dynamic, and client needs are often evolving. As such, lean process improvement, problem-solving, rapid learning, multi-tasking, and carrying the innovative mindset needed to lead our clients through conceptualization, strategic planning, and execution is paramount. Work Hours: Monday – Friday 8AM to 5PM Essential Functions: The Product Delivery Owner is responsible for the daily tactical application of a product roadmap, through the creation or refinement of Features and User Stories for the delivery teams. Working in close partnership with the Product Manager, applying a customer-centric mindset to guide delivery teams to build solutions that are desirable, viable, feasible, and sustainable. Value is determined by the customer; therefore, the PDO is aware of the needs of the people to whom their products are delivered. The Product Delivery Owner works to maximizes the value delivered by the team. Ensuring that the Team Backlog is aligned with customer and stakeholder needs. As a member of the extended Product Management function, the PDO is the team’s primary customer advocate as it relates to the product. + Responsible for daily tactical application of a product roadmap. + Collaborate with the Product Manager to guide delivery teams to build solutions that are customer centric. + Works to maximize and track the value delivered by each assigned delivery team. + Serves as the primary customer advocate with relation to the assigned product(s). + Proactively disseminate information throughout the Health Data Management (HDM) ecosystem, team members, and key stakeholders using clear and effective communication channels, as well as assist in project coordination activities. + Supports the HDM team by ensuring all product delivery communications are in support of product and sub-product line objectives and are consistent across delivery channels and stakeholders. + Conduct gap analysis to determine strengths of current approaches and processes to assist in the identification of opportunities for improvement. + Responsible for on-time completion of all deliverables + Responsible for tracking timelines, performance progress, identifying and mitigating risks in various capacities. + Collaborates with Product Manager(s) to ensure Jira Epics meet Definition of Ready for decomposition. + Writes user stories that support the delivery of Jira Epics and their Acceptance Criteria, sized to be delivered within one sprint. + Responsible for the refinement of features and user stories for one or more delivery teams. + Builds and maintains team backlog, aligning to the prioritization of the Product Backlog. + Primary resource (source of truth/single point of contact) to Technical (Dev)/Customer teams for user story details. Highly available to technical team during iteration (sprint) to answer real time questions and provide clarity to user stories. + Coordinates user story, functional, and technical dependencies with other Product Delivery Owners and ensures business owner requirement traceability. + Maintains at least 2 Sprints worth of a User Stories/Tasks that are ready to be worked. + Reviews and prioritizes Team backlog for Sprint Planning and PI Planning, including coordination of dependencies with other Product Delivery Owners. Required Skills and Experience: + Bachelor’s Degree in a Business, Engineering, or Technical discipline plus 7 years of experience; 8-10 additional years of experience can be substituted for the degree requirement + Intermediate level or greater experience using JIRA for JIRA tracking, updates, and reporting. + Intermediate level or greater experience working on a team using Agile methodologies such as SAFe and Scrum. + Basic level or greater experience collaborating on a team implementing process improvement strategies. + Intermediate level or greater experience in all Microsoft Office products such as SharePoint, PowerPoint, Word, Excel, Visio, MS Teams, and Outlook. + Intermediate level or greater understanding of the basic components of product management: Planning/scheduling, reporting, risk management, project coordination, time management/deadlines and documentation. + Familiarity with the Product Management Lifecycle. Preferred Skills and Experience: + Experience serving as a Product Owner on an Agile Team + Health IT environment experience + Knowledge and experience beyond the intermediate level with Jira, GitHub, and SNOW + Knowledge and experience with VA projects and systems + Knowledge and experience with the software development lifecycle + Agile SAFe certification POPM + Jira certification + Project Management experience and certification Desired Soft Skills: + Experience tracking timelines and performance progress. + Experience juggling multiple priorities, often with tight deadlines. + Excellent written and oral communication skills. + Good decision-making and interpersonal skills. + Ability to work independently and conduct research with minimal guidance and supervision. + Strong qualitative and quantitative analytical skills. + Strong, collaborative communication skills.
