Product Lead
TheDepartment of Criminal Justice Information Services(DCJIS) manages and administers the Commonwealth’s law enforcement information and criminal records systems, the Firearms Records Bureau, and the post-conviction victim notification program. We are hiring a dedicated DCJIS Product Lead to manage multiple upgrade projects for technology systems that support critical DCJIS operations. Many aspects of the Departments integrated system are being actively built and improved upon. System components include: · Development and deployment of systems required to comply with Chapter 135 of the Acts of 2024, An Act Modernizing Firearms Laws: public data dashboards, firearms safety certification portal, transmittal of mental health commitment records, other. · Upgrade of Massachusetts Instant Record Check System (MIRCS) which facilitates firearms transactions; · Upgrade and migration of the law enforcement message switch to a SAAS environment; · Migration of public safety data center to hosted SAAS environment. DCJIS’s IT systems are overseen by the EOPSS- IT Secretariat Chief Information Officer (EOPSS SCIO) and the Commonwealths CIO (EOTSS Secretary) through a management control agreement. This position will report to the*Sr. Product Lead of DCJIS.* ** *ROLE OVERVIEW: *The selected candidate will demonstrate high achievement in the following areas: *_Technical knowledge & problem solving:_* · Work with DCJIS leadership, the FBI CJIS Division and LE stakeholders throughout the Commonwealth on CJIS compliance matters with special attention on network security; · Troubleshoot vendor system technical issues o Manage a large database responsible for maintaining CJIS information for LE agencies throughout the Commonwealth. o Understand, create, manipulate, and query databases to perform analysis and generate reports · Manage, configure and monitor LE switch and network · Review technical documentation for CJIS agency and vendor on-boarding *_Strategic planning:_* * Collaborate with DCJIS leadership to identify areas in which the Department could better utilize software and make recommendations on how the Department can implement changes to achieve maximize efficiency. o Develop business process and technical requirements from the goals and needs of program stakeholders o Generate strong strategic development plans and build buy-in across the DCJIS and its partners. * Perform risk and compliance analysis to proactively identify and mitigate program risks *_Product & stakeholder management:_* * Manage and execute against product roadmap for system components managed by the Product Lead. This includes feature and release planning and prioritization, and oversight of delivery processes and timelines in coordination with our vendors. * Be able to work collaboratively and harmoniously with DCJIS team members and Department partners to ensure the success of our important public safety mission. o Have strong interpersonal skills required for interacting with end-users (police chiefs, law enforcement leaders, law enforcement officers, etc.). * Serve as the project manager and primary liaison between DCJIS leadership and operational teams, and its IT vendors. oProvide progress updates regarding project progress, milestones, deliverables, risks and issues to leadership and other non-technical audiences oCoordinate personnel, including technical teams, during all project phases, from initial development through implementation oWork with the vendor to successfully deploy organizational learning management content. This role may be required to perform other duties as assigned MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience. II. An Associate's degree in a related field may be substituted for one (1) year of the required experience. III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience. IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience. V.
