Product Owner

Job Requirements:

·        Lead a product team to define and complete program objectives

·        Delegate or act as the Scrum Master for the product team

·        Collaborate with the RTE to plan releases and sprints, and manage/prioritize the Product Backlog

·        Perform business/systems analysis for user stories.

·        Refine product backlog based on analysis and collaboration

·        Evaluate existing or interfacing systems and provide analysis and recommendations on systems integrations

·        Identify modifications and improvements to enhance efficiencies and performance of existing system features

·        Identify core business needs and decompose and document in concepts of operation, briefings, and user stories; document business rules and construct use cases and workflow diagrams as needed

·        Facilitate meetings between stakeholders, developers, and product owners

·        Support testing activities, as needed, including execution of test plans and reporting defects using systems such as JIRA and Test Rails

·        Monitor progress against deliverables, employing effective risk and issue management strategies

·        Develop and maintain effective working relationships with CMS stakeholders and other contractors

·        As needed collaborate with training team and provide post-implementation support 

Required Skills:

Proven experience:

·        9+ years in one or more technical disciplines (e.g. architecture, process re-engineering, development, verification)

·        3 – 7 years of experience working on teams in an Agile SAFe development environment

·        2 – 3 years supporting CMS Medicare or Medicaid programs

·        Analysis of user stories for impacts to security and 508 compliance

·        Collaborating in a multiple contractor environment

·        Exceptionally strong communication skills, verbal and written. Includes the ability to effectively communicate complex information to audiences with varying technical and system backgrounds and at multiple organizational levels

Desired Skills: 

Experience with:

·        Supporting client stakeholders with varying levels of agile experience

·        Proficient in JIRA, Confluence, MS Word, and MS Excel

Education/Certifications:

·        Computer Science degree or Bachelor's Degree in a related major 

The proposed salary range for this position in Maryland is 110,000 to130,000. Final salary will be determined based on various factors.
