Duties Description Under the direction of a higher-level Professional Engineer, the incumbent will function as a Canal Project Engineer and be responsible as the on-site representative of the Corporation to administer larger or multiple smaller construction contracts and, to achieve the established goals of the construction program. Incumbents will perform the following engineering and engineering related duties:• Act as the primary point of contact between the contractor and the functional or administrative organizational units within the Corporation. The CPE will be the primary authority to order the contractor to stop work, suspend work, or issue any order that affects the progress of the work.• Ensure documentation is kept of all construction activities in accordance with the Manual of Uniform Record Keeping (MURK) and the Contract Administration Manual (CAM).• Interpret plans and specifications to ensure contractor adherence to contract requirements.• Make routine or minor alterations, quantity adjustments, or specification changes which are in accordance with the project intent, scope and budget using the various forms of available change orders.• Resolve disputes arising from disagreements of contractual requirements and the involvement with other affected parties, such as utilities, municipalities and adjacent property owners.• Supervise Canals’ and consultant inspection staff, including the assignment of staff to construction activities, to assure that contractor compliance is properly maintained.• Conduct progress meetings in accordance with Corporation policy. Monitor contract progress both in terms of specified milestones and final completion. If necessary, direct the contractor to revise work plans in order to restore compliance to the contractual schedule. Review and recommend action on contractor requests for time extensions.• Maintain a record of as-built changes and, upon completion, prepares and submits the final as-built plans.• Ensure adherence to all applicable Federal, State and Local Laws, Rules and Regulations, including the State Labor Law (Article 8), the Federal Davis-Bacon Act, the State Finance Law (Prompt Payment Legislation), Equal Employment Opportunity (EEO), Disadvantaged/Minority and Women Business Enterprise (D/M/WBE) programs, and Service-Disabled Veteran Owned Business (SDVOB) programs.• Monitor contracts for compliance with all Federal, State and Local Laws, Rules and Ordinances which relate to protection of the environment, including permit requirements for wetlands, water quality, Army Corps of Engineers and Coast Guard.• Manage the Consultant Inspection (C/I) contract, as provided for the project. Review submitted documentation and recommend payments to consultants based on work performed.• Performs other duties as assigned.
Minimum Qualifications NY HELPSThis title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS:Candidates must have either:1). A New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.OR2). A New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.COMPETITIVE MINIMUM QUALIFICATIONS:Candidates must have one year of permanent competitive or 55b/c service in a title eligible for transfer under the provisions of Section 70.1 of the Civil Service Law.
